EPP pains

good morning, everyone I'm trying to create a build in MIDS for my Grav/time troll and am torn between EPP's (psionic masters VS leviathan mastery) I'm looking for a little damage (cause u know, anyway). psionic tornado does middling damage but has a very fast recharge with a ridiculous endurance cost VS waterspouts set it and forget it long, long recharge for ok damage? Does anyone have any experience with waterspout or can help me weigh the options?

 

also, the details of waterspout say:

0.00% chance for 10.00 magnitude fear on target

(I copied that directly from the power details within the game)

so, does it fear or not?

If you're building /Time, Power Boost (for Farsight) is a must and your only EPP option to get it is Primal Forces. It offers Energy Torrent for additional AoE damage (and has a lower end cost than Psi Tornado).

I imagine, OP, you're the person I was discussing this in help about, oh, 37 minutes ago.  I did log on my Water Spouter and used the power analyzer and never saw a mob's "terrorize" attribute change.   Also noteworthy that it can't be slotted with fear enh.  

 

This CoD entry is kind of confusing.  0% chance of a .5 second effect.  I'd say just consider the answer to "does Water Spout cause Fear?" to be no.

wow, power boost looks fantastic!

I have never used this power before (i rarely build support chars)

the only other reason I was looking at psi was the BreakFree power indomitable will, cause trolls get no Mez protection.

I apologize in advance for asking what might be obvious.

but do the primal forces smashing damage attacks trigger the impact mechanic for the gravity set?

No, only Lift and Propel benefit from Impact.

IW can't actually be used while you're mezzed, it has to be used proactively. Suggest you look at Rune of Protection in the Sorcery pool.

I agree with @Uun thinking. I found Primal Forces to be a good Epic choice for my Mind/Poison Controller, specifically to add more 'I do damage options and knock enemies around' to the build. For this character, Power Boost wasn't important (It would help some things, but not so much as I would notice). I could have added to the build, but it would only have the single default slot.

For this character, I didn't invest many slots in several early power picks in order to have them for use as shown. I mention this only because I'm 50/50 on each character on going thick or thin on Epic/patron slotting. With these extra attacks (plus what I was doing with the primary/secondary AoEs and debuffs) I found that I could clear +0x8 maps in a reasonable amount of time.

For my Illusion/Poison I went Stone Mastery for Fissure and Seismic Smash. Poison Trap helps in setting up AoE containment. For my Illusion/Time I went Primal Forces for Power Boost but skipped Energy Torrent since there's no way of setting up AoE containment aside from Flash. For my Gravity/Storm I went Ice Mastery for Ice Storm, but that was more thematic.
