Exactly how do these work? Like Miracle +recovery. I was told to plop it in Health and its a perma 15% recovery, but then what does the 120 second timer mean? And the others like Gambler and so forth...  And Perfomance Shifter with a "chance on endurance" people talk like it's a big deal but I don't understand it.

If it’s in an inherent, it can be considered “perma” since the odds of it being reactivated in the 120 seconds are very high and since it it inherent you don’t need to push a button.  If it’s in a click power, the buff will only activate on click.

IIRC Auto powers act as if they are being triggered every so many seconds... 10? Those reactivations  replace the previous application (with same duration), which is why they will be 'perma' in an auto power.

 

Some enhancements have Global effects that work like an enhancement set bonus that does not need to be triggered.

If you put an IO with a 120 second timer in an auto power they're on all the time. If you put it in a click or toggle power it will last for 120 seconds after the power is deactivated.

Global IOs like Luck of the Gambler are always on regardless of what power they're in.

IOs that proc, like Performance Shifter, have a % chance to go off whenever the power it's in is activated. If put in an auto power or toggle it will periodically proc as often as it's programmed to, as per the description, e.g. "roughly 1.5 times per minute".

So the main thing about the 120sec procs is

  • if the power is permanent, the so is the proc. Ex: the performance shifter proc in stamina
  • if the power is a toggle, the proc is effectively permanent as long as the power is turned on. Ex: the celerity stealth proc in sprint, or the kismet to hit proc in combat jumping.
  • if the power is clicky, the proc lasts for 2mins. Ex: the tp stealth proc in a teleport power.
