Off topic,

 

Is there anyway possible this thread could be stickied or something. It is full of what I consider vital information. Thank you x 10000.

copy paste what you want in a word doc and save the mids builds.  then gather more info, add to it, synthesize it, and post that for us in a few weeks.

Posts like these - when I can keep my own mouth shut - are where folks can learn all kinds of things - or simply refresh their memory.

I kept the same powers except for swapping Arcane Bolt > Spirit Ward to give an extra mule slot for the Preventive Medicine global; and Assault > Fire Shield because Assault gives a very low bonus on a Blaster and I still think it'd be worth having some extra damage resistance.
Can work Arcane Bolt back in and move the slots over from Fire Blast if you want to use it for flavour purposes... or take "Char" instead (from the epic pool) which would give you a solid ranged CC ability.
Powers are now better slotted with a few procs and minimal recharge (whilst still keeping sets intact) in the non-pseudopet powers.
Still rubbish defense (Maneuvers is a mule and personally I would trade it for Combat Jumping in a heartbeat) but you'll have decent passive healing and recovery and ~1645 HP with accolades; plus capped S/L resists with Rune of Protection up providing either Barrier Incarnate is going or your HP is low (due to the Reactive Defences IO).
The Ragnarok "Chance for Knockdown" is probably more useful in Fireball than Rain of Fire (where it only has a small chance once every 10 seconds because it's a pseudopet) if you want to keep it around, but Bonfire should be quite capable of bouncing things by itself.

(and now that I'm looking at it screenshotted, all I can think is "if I moved the Rectified Reticle from Build Up into Combat Teleport that'd free up another slot for a Performance Shifter Proc in Stamina"... there's always room for more polish!) 😁
 

No critique, just wonder where the +Chance Endurance from performance shifter goes here? I usually see it in Stamina in most builds. If not why?

Did you miss the bracketed footnote at the very bottom of the post you're quoting? 😉

 

As detailed in a different thread... I usually don't use Performance Shifter Procs unless the build is extremely endurance heavy or I have a major surplus of enhancement slots.

I prefer consistency to spikiness; and whilst a PS proc gives almost the same average return as a Lv50+5 EndMod in Stamina it has nearly a 20% likelihood of not kicking in over the course of a 60 second period.

 

IMO the main benefit of PS is that it applies the same whilst levelling up as it does at Lv50... but a few stacks of START Recovery Serums handles those issues easily.

No question that recovery serum boosts recovery amazingly well. But the recharge on it isn't fast enough to keep you in endurance. At least, it's not enough for me in the cases when I find I need it - generally when fighting freaks, clocks, carnies or sappers. 

I typically just use it as a clear hint that my build sucks and to use some unslotters to pull out range or recharge enhancements and slap in end reductions. Or just do a respec. 

Recovery serums are a short term solution to a long term problem. 
No build that's worth anything should ever rely on them. 

I say that not to criticize, or nitpick - just to share the benefit of my anecdotal experience. Like a lot of players, I'll encounter a challenge or some difficulty. I'll come to the forums, and I'll heed some of the well-intentioned advice, only to discover good intentions do not necessarily carry over to good advice. (I'm as guilty of this as anyone) 

If a character has end problems, look at the build. Look at the detailed tab info of each attack and toggle and investigate how much endurance is being used. Hopefully, it's a small matter of leaving the travel power on during combat. 

It's the same thing with damage taken. Look at your build. Where's the defense stats at? Where are the resist stats at? In some cases, it's worth trading off some recharge for more defense. (in some cases it might not be - nobody should make that call except you, whoever you are) 

And yes, it's the same kind of thing with anything else in your character's performance that you're not pleased with. In some cases, our expectations are too high and we just park the brute and make a tank. (or vice-versa)

Whilst levelling up IMO there's more wiggle room for suboptimal attack chains and the cost of serum stacks is negligible... however for an endgame build I'll always have worked out precisely what my attack chain recovery requirements are and build for that plus a slight buffer.

A decent rule of thumb for most toons will be to aim for a surplus of >2 End/Sec recovery after whatever toggles you're running have been accounted for, plus a panacea proc in an auto/toggle power. Unfortunately some characters (like VEAT Widows!) are simply never going to be capable of offsetting the sky-high endurance requirements of their optimal attack chain without running Ageless or having a pocket Kin following them around everywhere! 😹
