Tide Pool is not always animating correctly.

 

Generally speaking it animates correctly the first time you cast it, but then on subsequent casting you must wait about 30 seconds to cast it or it will not use any casting animation.

 

Sometimes, if casting it while in "combat" stance, it will project water from the hand, but include no character animation ("talk to the hand").

Not directly related to the OP but is an animation bug issue: "Water Only" alternate animation for Tide Pool is indistinguishable from the regular bright/dark animations; ie: the water still contains fish.

it will also do a cast animation if you are using a target macro and are too far from the target. i'll have to look again as to how what happens when you recast afterwards in casting distance.

And as noted in beta, this power does not animate in the costume creator either.
