If being able to halve XP via the START vendor isn't possible, then I must concur.  The seemingly permanent double XP on Indomitable has long outstayed its welcome, IMO.  It makes leveling normally a major pain in the rear.

It's a bit forced, I'll agree. I've had to use the no xp function so frequently on new characters from Level 1 through 15. It's really easy to out level contacts in that range. On the flip side, after Level 35, it really smooths out the abrupt xp requirement spike for furthering leveling, especially for post-50 Incarnate levels.

 

Middle ground maybe give players a 0.50 xp rate and/or 0.25 xp rate temp at S.T.A.R.T?

One of the other rogue City of Heroes servers tried halving XP globally to 0.5, and it crashed the server as a result. :classic_laugh:  So I'm not sure setting XP below 1.0 is possible.  However, if it is, I'm all for having those options at the START vendor.  If not though, please, remove it.  It's (beyond) time.

Oh yikes. That's too bad. I'd really like to see that data that explains how Indomitable has changed unique player population since January this year due to the change in XP rates. In my anecdotal opinion, it's been a flat line - no change really. Mostly just farmers who are in AE to powerlevel faster, then transfer away.

Yeah, agreed.  The extra bump in Indomitable's population at this point is mostly AE farmers that actually play on Excelsior and/or Everlasting.

I recently setup on Indom partially because of the plus XP, but I wound up with a few chars mostly to solo stuff.   However, the teaming is nice.  At this point I have some chars on each server.   Right now, mostly Everlasting, then Indom, revisted Excel recently, and the occasional run on Torch & Reunion.

 

If the + XP went away, I don't think it would change my pattern.
