I want to understand how this works. I am level 30 and the NPC I am working for keeps giving me level 29 missions. This makes sense as according to the wiki she maxes out at level 29 missions. But when will she stop giving me new missions and move to my Inactive agents? When I am level 31 or when she runs out missions assuming she even can?

Until you've run thru their story arc and optional missions or you outlevel them. If you have an active story arc, as indicated by the little book icon, they will continue giving you the rest of the arc even if you've outleveled it.

Let's take a look at Miriam Bloechl as an example.

She's a 25-29 contact.  Her story arc covers that range exactly.

Looking at the above link, you can see she has some 25-30 "out of arc" missions.

So, you'll stop getting missions at the earlier of attaining level 31 or completing all of the missions that cap at 30.

There are also NPCs that will give missions forever (usually tagged Repeatable in the wiki).

If you're getting level 29 missions at level 30, then you're inside a story arc and the contact will stop giving missions after you complete the arc.
