Something strange with Thugs MM Bruiser and Foot Stomp

Alright, two thug mastermind alts.  one is level 31.  I noticed my Bruiser was not using Foot Stomp at all.  resummoned, letting it fight alone, giving it upgrades at different times, etc.  zero foot stomps after 10 minutes of really watching it.

 

Then before making this post I logged on my level 50 thugs, it used Foot Stomp right away.

 

Will post later when i hit 32 if it starts using it

I wonder if that’s an oversight from when they reduced T9 primary powers becoming available at 26 instead of 32.

Level 32, it is now using foot stomp in missions.  exemped for a few minutes using Yin and didnt see it stomp a few groups in, didnt test it as long.

I wasn't aware the pets actually cared about the required level. Would be interesting to test exemplaring down to 25. You'd still get to use Upgrade Equipment but would the Bruiser stop being able to use Hurl since that has required level 26?

 

Edit: Tried it out on one of my masterminds. Bruiser in fact did not use Hurl against enemies when exemplared to 24, despite being fully upgraded.

These sound like bugs to me. There is nothing in public facing documentation saying MM pets have any prereqs besides being summoned and upgraded.
