You know the graphics or playstyle basically how it moves the graphics for champions online I think are really great but I don't think the stories is that great and city of heroes the stories are great but the graphics our outdated they should upgrade it maybe champions online should become city of heroes what I mean is maybe they should use there graphics

Go to Menu -> Options -> Graphics and Audio.

 

Enable the Advanced Graphics Settings. 

 

Under Advanced Graphics Settings, enable Experimental Graphics Settings.

 

You'll now get the option to enable  Cel Shader, which will give you Champions Online style graphics.

Those are 2 games owned/operated/controlled by different companies, so they aren't going to simply apply CO's graphics to CoH.  As @Grouchybeast mentioned, you can enable cel shading.  The thing to keep in mind is that Homecoming is operated by a volunteer team and basically has no income, besides some basics just to keep the game running, and with the core game being 20+ years old at this point, a complete overhaul is unlikely.  Maybe it's out of nostalgia, but I kind of like the graphics style, and I find working within those limitations to be an interesting test of your creativity/imagination...
