How does the Power Transfer & Performance Shifter procs interact with casting Speed Boost/Transference?

Let's say that I Speed Boost my group and it has either of these two procs in it (I assume they function the same way), does it have a chance to proc on me for using the power, proc on them for being the recipients of the power, both or neither? Would the base recharge speed of Speed Boost make it pointless to do either?

The Panacea +heal/+end proc will affect targets of the power it's slotted in.

Performance Shifter (+End) can affect other friendly targets too; as long as the triggering source is a player not a pseudopet.
However Power Transfer (+Heal) only affects the player.

So yes, technically Performance Shifter Procs can affect the target of your Speed Boost:

But Power Transfer Procs will just affect YOU:

reminded me too of a time I watched a bunch of kins in AP used increase density on some poor lvl 1 and slow them to a crawl.
