I watch the damage bonus on my brute when I'm single player mission running, and it stays pretty close to +150% most of the time. 

 

So long as most of my attacks are already hitting, would that additional +80% really make a noticeable difference?

I find the tohit is just as useful, especially versus some enemies that can really drop your chance to hit via debuffs.  Additionally, you can slot a unique IO like Gaussian's, to essentially get double the benefit.  It's also great as an opener, if you don't have a lot of fury built up, and can provide just that little bit of extra "oomph" to take out a particularly tough or troublesome enemy...

In addition to what was said above, it can be a useful place to stick a Rectified Reticle +Perc if your secondary doesn't have an inherent Perception boost. I've fought enough stealthing CoT/Tsoo/Knives/etc over the years that the idea of playing a toon with just the default perception gives me the heeby jeebies.

As others have said, there are some good reasons to pick a Build-up, but I'd add it's not a must pick right away.  I often save it as a 30+ pick.

Agreed - it's a "nice to have", but not a "must have", for most of my builds...

If a character has access to Build Up, I take it, it's not even a decision.  Three-slotted with an IO Recharge at 50, a Gaussian's ToHit/Rech pumped +3, and a Gaussian's Buildup Proc has the recharge sitting squarely at75%.  That means about 9 out of 10 times I get a Built-Up Build Up and the next execution of my attack chain is going to smack the living piss out of whatever is standing in front of me.  While it's nice on a Brute, it's absolutely amazing on a Scrapper when used just before executing whatever power has the +Crit proc.

+80% damage is good even on a brute, the Guassian's Build Up proc makes it even better.  I mean, look, the game's not very hard, you don't need to do anything, but if you care about performance in terms of burst damage at all, I think that getting the power is a no-brainer.
