Electric control is pretty light on damage, maybe pair it with Storm or TA to get some damage out of your secondary.

edit: oh or Traps!

I agree on trying to pair elec/ with a damage dealing secondary. I think it will be a struggle in the early levels regardless, the few secondaries that get some good damage dealing powers do so at late levels (at least for both Storm and TA, never played Traps). Marine would make the earlier levels slightly easier since Whitecap can be easily proc'd out to get some solid damage early into the build. All 4 should play smoothly eventually, but early levels can be sluggish. Storm in particularly will likely be painful early as you get almost nothing offensively other than freezing rain which is really only useful for it's debuff rather than damage.

Marine is a great shout. Whitecap is a good attack once procced out and Shifting Tides does a LOT of damage (like 2x the damage of Hotfeet levels). Only potential issue is both sets are busy (Elec is basically "layer a load of different controls and see what sticks")

 

Trick Arrow is also a good call. TA animates quickly and gives you extra control & good debuffs. Proc up Ice and Acid Arrows.

About a year or two ago I built an Electric/Dark controller that's a lot of fun. It's light on damage, but not annoyingly so. Basically unkillable. Probably the safest character I've played short of a tank. The Gremlins are pretty squishy and Dark does a good job of buffing and healing them.
