If you are asking for Sally in Croatoa to spawn Lusca in Independence Port, my question is why? Every time I pass through IP, Lusca is there at one of his spawn points. Doesn't look like he needs any help being present. If you are asking for Lusca to be summonable in Croatoa as well as being in IP? My question is why? Lusca is already pretty commonly present in IP and I don't see the point of spawning Lusca in that small lake where he has nowhere to make use of his moving around the map ability.

Honestly when I made the suggestion in General, it was more Lusca pops up if you take out Sally and smacks the player.

I think I'd be more for this if there was a large river or channel connecting Lake Salamanca to Independence Port or Baumtown Canal, but despite the zone map showing a creek or small river leaving the zone in a southwesterly direction, the city map doesn't show any river or canal traveling to IP or Baumtown Canal.  Elsewhere, the map does show  a prominent river the one through KW to Perez Park, but of course, the waters of that park are rather shallow.   I'd be more inclined, therefore, to having Lusca have a triggered showing in Talos, Kallisti Wharf, or Peregrine Island, but then the question of why Sally triggers that at distance is the question to answer.

Perhaps what would need to be done simultaneous to adding Lusca would be to retcon Lake Salamanca's creek on the city map, so that it is a deep channel river to IP.

Maybe not Lusca then, but like a Giant Monster version of Sally.  Name it Lochie, or something.

That's not bad.  I'd be up for two or more of those showing up.  Basically the family showing up to take out whomever is picking on the little one.  A swarm GM is a little bit different. One or many, they'll probably need ranged attacks, like high-velocity water spitting, or some such.

I do feel something needs to change in regards to Sally.  What started as a joke now just feels like going through the motions.  I'd even be up for something entirely different, like (since Croatoa is magical) being under a negative stats effect of some kind for 1 in-game hour, a curse as it were, for dropping Sally.  At least then it causes you to consider what you'll be doing for the next in-game hour before striking.

I can get behind this. Maybe not an hour, but still.

Why are we trying to link Sally and Lusca? Do they have a canonical connection to each other, or is it just because they share the element of water even if one is freshwater and the other is saltwater? Why summon Lusca when Sally is defeated by not summon Sally when Lusca is defeated?

You find the plank of a ship with a message carved into it which reads:

Hey Lusca,
Ugh! I am so lonely this year. I hate Valentine's Day! I don't want to see another hero again, like, ever. The last one to come by was abusive and we only met up like twice. Hasn't visited since. Figures, I don't know why I'm surprised, that's all that ever happens. Why can't I find a nice plesiosaurus guy to hang out with?
Anyway, I'm officially striking against Valentine's Day, so if you are with me, come over. We'll capsize some fishing boats and eat until we can't move. -Sally

Either this is a prank, or the Salamanca monster is actually sending a message to Lusca, the giant octopus that has been sighted from time to time around the coast of Paragon City. This has got to be a prank. Best to take it to DJ Zero for confirmation, sounds like Lusca and Sally are on the warpath this Valentine's Day.

DJ Zero:

Lusca is a difficult girl to track down, let alone convince not to try and eat you in favor of reading a Valentine message from her girlfriend, Sally. However, she absolutely rocks on the turn tables, in case you've never heard her.
