I think the intent for the "flattened" bubble effect was so that you can see more of the effect while you're on an indoor mission, making it more visually apparent.

ok so let's assume that we are in a sphere, for the sake of argument.

 

Where is the locus of the sphere? I'm guessing around your groin/stomach area, but it could be feet or head.

I’ve wondered similarly, my guess would be the center of the character, so in the stomach area, but really, does it matter? We’re talking a maximum of 4’ up or down, and since its very likely not at the very tip of the player, less than that.

What this team needs is more Defenders

That rather depends on the size of the room and the radius of the sphere doesn't it?

I literally showed you the area of effect for Dispersion Bubble is 25' in the vertical. It's also 25' in the horizontal. In other words, it's a SPHERE.

Believe it, don't believe it, I no longer care. 🙄

This character has a lot of temp powers. And they're technically not duplicates, they're different versions of the same accolade powers. Tho I really do need to organize them better.

It seems to me someone could use two accounts and do some in-game testing on this. Hover both characters in the air and then use teleport macros to move to positions on a three-D grid and test. I think it's fair to assume three-axis symmetry, so one would only need to test one octant.

 

As an alternative, look at the source code and see how it tests for proximity. My guess is it would sum the squares of coordinate differences between the caster's location and the target's, and compare that to the square of the power's range. That's a Euclidean distance norm which gets you a sphere. I wouldn't discount the possibility it uses a variation on Manhattan Block distance metric -- which would get you a cube or rotated  cube.
