So, I guess I missed something in the tome of patch notes regarding this armor. 

 

 

"Hitting any foe with this power will refresh all existing stacks you currently have". 

Stacks of what? My tank is only level 10 presently, but I've not seen any mention of "stacks".

If you hit 10 foes with this power, you will get 10 stacks of a buff lasting 45 seconds granting +Regen and +Recovery. If you later hit one foe with this power while still having these 10 stacks, all existing stacks will get their duration refreshed rather than just one stack.

That's helpful. Seems too good to be true, but I've not see how strong the buff is in vivo just yet. Thanks.

With slotting it's very strong at 10 stacks, even on a stalker, it's very much worth up keeping

Yeah, you want to keep the stacks high.

 

And with it having adaptive recharge, once you get your stacks high it behooves you to only hit a couple targets so that the recharge doesn't pile up.

The other thing about Devour/Consume Psyche is the debuf lasts for 45 seconds. You cannot stack them, but it makes for excellent long term sapping.

 

The -regen is ok, but the -recovery is very nice.

Its wish.com drain psyche. It works but its not busted in ANY sense of the word.
