Should have -fire resist.

Simple as that because something like adding a fire DoT after being webbed and/or having the immobilize/slow effect fading early on a fire trigger might be too muchfor a fleeting thought

I don't think webs are really that flammable, though. They can be destroyed by fire, but they don't act as an accelerant unless they've been around a while and have collected a lot of dust.
