In Khallisti Wharf (or perhaps just new to Crey in general) are some new "Protectors" who have green suits and yellow stripes and they have normal, unhelmeted heads. Well, at least the NPC versions do on a specific arc I've been on a couple times.

 

For example, one notable on is a female dragon named something like DarkDragon or something. Can't find anything in the Wiki, wondering if there is more lore on this bunch like powersets and such? Or an article on the arc itself?

Dark Real-ID Paragon Protector

Crey's new Altruist Division supergroup is staffed by these Real-ID Protectors; heroes from around the world specifically recruited by Crey to help protect the city from an evergrowing list of threats. Unlike the Paragon Protectors, these Real-ID Protectors are unmasked and have their identities publicly listed on the Altruist Division website, supposedly proving that none are a result of the Revenant Hero Project. This Real-ID Protector has successfully participated in several medium-to-high threat missions and has been trusted with a core role on one of Altruist Division's subteams.

Crey Cloned Heroes can Fly!

DarkCast DarkBlast.png Dark Blast Ranged, Moderate DMG(Negative), Foe -ToHit
A long range blast of dark energy. Deals moderate Negative Energy damage and reduces the target's chance to hit.

DarkCast SoulDrain.png Gloom Ranged, High DoT(Negative), Foe -ToHit
Gloom slowly drains a target of life, while reducing his Accuracy. Slower than Dark Blast, but deals more damage over time.

DarkCast TenebrousTentacles.png Tenebrous Tentacles Ranged (Cone), Moderate DoT(Negative), Foe Immobilize, -ToHit
You can create a cone shaped rift to the Netherworld that allows its native creatures to slip their oily Tentacles into our reality. These creatures will snare all foes within range, Immobilizing them while the Tentacles drain their life and reduce their chance to hit.

DarkCast LifeDrain.png Life Drain Ranged, High DMG(Negative), Foe -ToHit, Self Heal
You can tap the power of the Netherworld to steal some life from a target foe and reduce their chance to hit. Some of that stolen life is transferred to you in the form of Hit Points.

ShadowFighting ShadowPunch.png Shadow Punch Melee, Light DMG(Negative/Smash), Foe -ToHit
You wrap your fists with Negative Energy channeled from the Netherworlds, then perform a quick punch that deals minor damage. Shadow Punches cloud the target's vision, lowering his Accuracy for a short time.

ShadowFighting Smite.png Smite Melee, Heavy DMG(Negative/Smash), Foe -ToHit
You wrap your fists with Negative Energy channeled from the Netherworlds, then perform a Smite that deals more damage than Shadow Punch, but has a longer recharge time. Smite clouds the target's vision, lowering his Accuracy for a short time.

ShadowFighting SiphonLife.png Siphon Life Melee, Superior DMG(Negative), Foe -ToHit, Self Heal
You tap the power of the Netherworld and create a life transferring conduit between a foe and yourself. This will transfer Hit Points from your enemy to yourself. Foes Siphoned in this manner have their Accuracy reduced.

ShadowFighting MidnightGrasp.png Midnight Grasp Melee, Extreme DoT(Negative), Foe Immobilize, -ToHit
Mastery over the forces of the Netherworld allows you to create dark tentacles that can Immobilize a foe and continuously drain his life force.

DarkArmor DarkEmbrace.png Dark Embrace Toggle: Self +Res( S30 L30 N20 T20 )
You tap into the energy of the Netherworld to protect yourself from damage. This Dark Embrace shrouds you and grants resistance to Lethal, Smashing, Toxic, and Negative Energy damage.

The lore is all there in game in the mission you meet them (i think this is the 2nd mission in the arc and is a non- combat mission).   I'm not sure how much of it has been copied to the wiki. 

What this team needs is more Defenders

I've only ever been on this mission as a team member, not leader. How do I kick-off this mission arc?

It's on the wiki now, (well, most of it. I didn't transcribe every variation - the arc branches a ton) but the mission text itself's not actually appearing on Erin West's page. I'm assuming it's due to the massive size of it, given that I keep getting the message 'Warning: Template include size is too large. Some templates will not be included.' when I attempt to edit and preview it to fix it.

 

Not sure what to do about that.

 

In any case, clicking 'Template:StoryArc Cutting Back Old Growth on Erin West's page will show you most of it, but Capture some B-roll's only a blue link at the very end. If you click it, it has the mission info, though.
