Mission teleport

Yes, I freely admit much of this issue would be easily addressed by simply selecting the proper mission. 
But why does the mission tp want to send me to a mission I already completed, but just forgot to call in? Can we do something about that? Probably not. But it would be nice!

Doesn't it just send you to the first mission on your mission list if you don't have any selected yet?

No idea; I just know it sent me to a mission I'd already completed but didn't call in yet because I wanted to grab some more patrol xp before I did.

IIRC, Patrol XP only affects experience earned from mobs, not from mission completion (or even story arc bonuses) but i could be mistaken.
