You'll be able to use Candy Cane Salvage to purchase them from the Candy Keeper in Pocket D, I think. Don't quote me on that. But even if I'm mistaken if there isn't currently a way, they will surely make one, as they did for all the Anniversary/Vet badges. Still though, Winter Event.
