Is there a way to get these currently in game?

You'll have to wait for the Winter Event.  You'll be able to use Candy Cane Salvage to purchase them from the Candy Keeper in Pocket D, I think.  Don't quote me on that.  But even if I'm mistaken if there isn't currently a way, they will surely make one, as they did for all the Anniversary/Vet badges.

Still though, Winter Event.  It'll be here before you know it.

I'm actually looking forward to the Halloween even myself.  Between the Trick or Treating, and the increased instances of Zombie Invasions, gotta get those badges for all my toons!

You can buy Candy Canes from Winter Packs and earn the badges...Probably some have been sold on the Auction house as well
