Summary

Blaster Archery Rain Of Arrows doesn't properly inherit boosts from the caster.

When casting rain of arrows it doesn't gain boosts from the caster properly

 

Baseline Rain Of Arrows no enhancements no buffs on caster level 50 caster shooting at 11 even con targets (Test Dummy is an AE Boss class mob)

Eagle Eye applies its boost randomly with some targets getting the accuracy boost and others not. I suspect this is because Rain of Arrows is a pseudopet and isn't carrying over the short duration boosts (eagle eye is .75 second tick) from the caster.

 

Tactics also has a similar problem same test this time with just tactics turned on for the plus to hit.

Only the first tick of the ability get the boost from the Gaussian's build up. Not sure if that is a bug or working as intended.

Rain of Arrows doesn't have the 15.5% Accuracy bonus of the other Archery powers. It only has base accuracy. It used to say it had a 60% Accuracy bonus, but what actually had that bonus was the already-autohit power that summoned the Rain of Arrows pet. This was corrected by the SCORE folks, I believe.

 

For the rest of your post, you are correct that tick rate of your toggles is part of the problem. Unfortunately, it's a limitation of the game engine. Pseudopets only inherit buffs for the remaining duration that's on you. For toggles that tick every 0.5s or 0.75s, that means at best they're only inheriting the buff for that short amount of time. So working as intended, but annoying.

Thanks for the reply it's always good to know, it just makes me a little sad. Archery's thing is increased accuracy  endgame it's nearly nothing but it's what archery had. You toss in the fact that ROA  isn't properly taking buffs and won't proc the PPM procs to save its life, well it takes what was a moderate damage nuke that was really slow to cast (can't count the number of times I went to drop ROA only to see everything dead before the arrows even began to land) but was up very often, to the weakest nuke in the game by far.

 

Might be an idea to ditch the pseudopet all together, and use the fireball template, with a 2 tick dot.

Yes, pretty much any power where you select where to place it or where it leaves a patch underneath you uses a psuedopet.
