I mean, the illusion is that they do, but I think they connect you to non-continuous parts of the same flat level of the same map. So you wouldn't be able to get another floor, or in this case, another plot to build on. So really all you need to do if make something look like an elevator, set up the teleport point to the "second floor" and boom!
