Before it does, interesting idea! As a toggle, it simulates the effort (end cost per second) of restraining a foe, the ability for the hold/caster's concentration to be broken if the caster is mezzed, killed, or runs out of end (or other condition that would otherwise cause a hero/villain to drop their toggles).
I think it might be best served as a "cloggle" like Sorcery's Enflame, which is a toggle with a duration, but I'm not against this idea in principle.
I think some valid follow up questions include: is this for all mezzes, or just the cages you mentioned? What happens if I have more than one of these somehow ability? How about damaging mez powers like ring of fire? Does the damage continue while the toggle is up also?
I also think some people might be against it because it may not allow for stacking mez from a single caster to overcome a mob's resistance. How would you modify it to keep this basic theme?

From a roleplay perspective, I think the average person likes being the hero of a story more than they like being the villain. I don't think it comes down to inf, zone, archetype design, or anything other than that.
I only played through redside through Oroborous once on my badger. If there hadn't been badges, I'd have never set foot over there. I don't mean this disrespectfully, it's just how i feel.

Hang in there OP and take the advice here about checking other shards and emailing the global that has the name. When i got back to the city my main's name wasn't available on Everlasting, but it was on Excelsior. I played there until...let's be honest it took a couple of years for they and I to be online at the same time. They were really nice and just wanted to see my costume and build so they could see what i would do with it. Give your hero a code-codename or run around in civilian clothes and your secret id as the name in the meantime so when they are available, you're ready to go. I even put in my bio that my hero "used to be known as...and is working to reclaim his name" so if anyone knew the other guy they might be able to help.
Tldr: hang in there. Follow the advice. It absolutely can happen.

Some people think boxing and kick are great, and (checks notes) vital parts of their attack chain. I dont. I think elude is great, specifically for its +recovery. You clearly dont.
But dont insinuate i dont know how to build. I built my Scrapper for a specific performance level, and achieved it after many years of trial and error both before and after the blip.
You know why you would or would not take a power. Is it outside the realm of possibility that I can do the same?
This is a great example of the gatekeeping i referred to. I took Elude so i must be stupid/bad/unworthy to understand why things are the way they are.
To clarify: i am not asking to be able to choose more power pools. I am agreeing with the sentiment that pre-requisites to power pools could or should be retired, and provided what i hoped was insight into why that requeat didnt involve overtuning and unbalancing the game.
However, i see now, again, that it was foolish to do so.

I know how many pools i have relative to how many i can have. I would prefer the power pick of something i would use vs the power pick i have to take (because reasons) that i do not and never will use that doesnt even serve a mule purpose (boxing/kick) vs maneuvers which while i do not activate, can hold a useful enhancement.

Edit: And if you skip the Fighting pool altogether and use the lower defense Maneuvers? You can fit in Hover as well and pick up a base +1.875% defense, more than making up what you lost from not using Weave.
I don't slot or activate Maneuvers, although i put a kb resist mule in it and I don't take Weave at all. I only use Tough. My power pools are fighting (boxing and tough) stealth (infiltration) and leadership (maneuvers and tactics). Everything else is primary secondary and patron.
