  1. Does it acutally mitigate Rages' crash like mids says it does? And if it does, is it worth the two used less pre-requisite picks to get it? Unrelenting sounds like a perfect pick for my Frankenstein's Monster rip-off, but I'm not sure the pre-reqs are worth it.

  2. Are the random crashes exclusive to Excelsior? Just crashed twice in about a minute span during the hami raid in addition to earlier in the day and have crashed at least 10-15 times in the past few days. Haven't had this happen before.

    Domination is an Inherent power that benefits from Global Recharge, but can't directly slot Recharge enhancements. It has a Recharge of 200 seconds.

     

    There's a mechanic in City of Heroes you may notice on some powers that says "Does X thing after a Y second delay." Domination is one of these powers. It has a power attribute that says "Crash the Rage bar after a 90 second delay." Power attributes in City of Heroes also have a tag that tells you whether duplicates stack, replace, or are ignored. In this case, the attribute that is supposed to crash your Rage bar has a tag of Replace--meaning if you somehow click Domination again before 90 seconds are up, the timer resets/is replaced with a new timer. As long as you click the power within 90 seconds or less, the timer will continue to replace. 

     

    Any source of Global Recharge will shorten the Recharge of Domination. Common sources of Global Recharge are:

    • The Recharge bonus in Hasten
    • The bonus in IO sets bonuses that provide +Recharge
    • Powers like Speed Boost or Chrono Shift cast on you by a teammate
    • The Force Feedback Chance for 100% Recharge proc
    • The Destiny: Ageless power 
    • Bonuses from the superhero base buff

     

    The upshot of the above is that Hasten is an incredible power for Dominators. I often take it as low as level 4. 

     

    If you are coming up short despite your best build efforts, remember that using Ageless Destiny will make hitting permadom quite a bit easier (plus refill your endurance bar and provide a recovery boost). It's hard to say how much impact it will have, because the strength of the boost is variable.

     

    The base buff on the other hand is cheap, lasts an hour and a half, and provides a constant +20% bonus. The only reason you should ever not have that active is if you've just forgotten about it. (I am lazy and forget it often, but its a big boost and on a Dominator well worth renewing every time you have an idle couple of minutes).

     

    Note that the Recharge offered by the incarnate Alpha slot only boosts powers that are enhanceable. Domination is not enhanceable, so you won't get any +Recharge from it.

     

     

    Lots of good info here. For some reason I was of the mind set that too much recharge was bad for proc chances, which is why I didn't think to use Ageless. But, if having perma dom trumps proc chances, then giddy up!

    Now that's good info. When building a dom, I always had domination clicked on, thus skewing the accuracy totals for powers. Thanks.

  7. While I do appreciate the comments, with respect, none of them have answered my questions. If I don't need to have true perma dom, then I'll adjust my build plan accordingly. If chasing true perma dom (+rchg set bonuses and a non activated hasten,) will there be a dps loss if I can't have more dmg procs in powers, or is having true perma dom a dps gain that compensates not having more procs in powers? I easily have perma dom with hasten, but I wanted to know what "perma dom" refferred to. With external rchg sources? Set bonuses? Or, is it all non team, rchg sources combined?

  8. When perma domination is referrenced in terms of achieving it, does that mean w/o hasten activated or any other source of +rchg (aside from bonuses) calculated in? Or, is it all +rchg sources? If chasing the former, is there a damage loss because one can't utilize all potential damage procs? Or, is it a damage gain because of perma dom and faster rchg for all powers? The reason I ask is because I'm working on a Fire/Dark/Soul build and I am 2.5 seconds off of perma dom w/o hasten activated or any other +rchg sources aside from set bonuses. Hasten itself is perma by a couple of seconds after activation. For refference, I've provided the build.

  9. From what I recall, Mando gets hit. A lot. Not so sure SR is a thematic to him as say, Willpower or even Radiation Armor. He intentionally jumps into the fray because he knows his armor will save his butt in almost every instance, but knows when to take cover. I don't know if his armor is strictly deflection based, absorption or a combo of both. Likely the latter because when he gets hit by anything stronger then a small arms blaster, he audibly grunts, gets kb'd and takes some time to get back up. You could also get the Crey CBX-9 Pistol (https://hcwiki.cityofheroes.dev/wiki/Hero_Accolade_Powers#Crey_CBX-9_Pistol) for your cryo damage and then take the fire epic pool for his flame thrower affect.

  11. So, if the PM's are level 50 and slotted into Nullify Pain (which means they are level 2? or level 5?) and then boosted to +5, they will only carry that boost to level 7 or 9? This can get so confusing. Generally I just attune all but the rare purps, but lately, I've been trying to understand more about game mechanics.

  12. This is an alternate build that I'd like to try that doesn't necessarily focus on soft capped def. More on damage and a bit of rchg. The reason for this build is solo exempting tfs. I completed Synapse earlier today and good lord was it slow going. No danger of dieing as I had it set to -1/1 for everything after the first mission (worked on Gear Smasher at-1/8 during the 1st) but the damage out put was pathetic to say the least. My main concern is end drain. Well, it is and it isn't. With the P2W buff and the base buff, end really isn't a problem but I don't want to have a crutch. Below is the build.   13. What about boosting at lowers levels. For example: My Pain troller has a full set of Preventative Medicine in Nullify Pain (lvl 1 power). If I boost 5 of the 6 that have stat changes, does the +5 boost remain in affect no matter how high I go in content? Or, is there some wonky level cap above the power? Also, what about boosting LotG's +grchg that don't have set partners? Same deal?

  14. Back on live with the very first character I made, I completed the first story arc and an npc (at this time, I didn't know what npc stood for) walking down the street said something like, "Hollows put a stop to X." As soon as he said that, I wheeled back around and went up to him to say thanks in local. I must have thanked him, 3, 4 times. He never responded.

     

    A short time later, I saw the same npc again and decided to see if I could click on him. He told me how long I had been on patrol. I thought to myself, "How the hell does he know that?" This time I decided to ask in broadcast, "How the hell do you know how long I've been on patrol?" "Are you a spy?" Someone in broadcast responded, "NPC's don't respond to your questions noob, lolololol." Since I didn't know what NPC stood for, I looked it up. I felt so fracking stupid and embarrassed I logged out immediately and made a new character on a different server (Justice).

  15. Not sure what the problem is but since the newest issue, the game for me has been much slower than normal and choppy. I am running W11 (for about a month now) and it's been fine until the newest issue. Everything is current and updated. Checked for dust, all good. Anyone else experiencing similar suckiness recently? Edit: Also, since the newest issue, when I alt+tab out and then go back to the game, my mouse pointer doesn't come along for the ride and I have to either alt+tab out several times or hit the windows key several times to get it back.
