It would help if someone could do a with Storm Cell vs Without Storm Cell DPS comparison so everyone could see just how much loss there actually is as a starting point.
I did some of that late in Beta.
Limited data, and very limited sample size, but it's better than nothing.
On a level 34 Storm/Ice Blaster, +1/x2 Council Radio mission.With Storm Cell:
Without Storm Cell:- 1

Not exactly a typo:
When you begin the "Wheel of Destruction" story arc (think it's lvl 25 blueside), the first mission is referred to as Part 2 and the second mission is referred to as Part 1. -
I don't know if anyone mentioned this, you can sell converters on the ah for inf and then purchase what you want, 100% non-random.

With a KB->KD IO slotted, it becomes a premiere herding tool. However, you really have to learn how to use it for herding, or you're just pushing mobs out of AoE clusters. Corners are your friends.
The chance for knockback is very small. I really don’t think the kb2kd is necessary.

You can slot it to do KD instead. It's the visual effects that some players find irritating.
Slotting it to change the knockback to knockdown does nothing to the Repel effect which is what most complaints are about. Not the visuals.

For the love of all that's holy DO NOT run Hurricane 24/7! 😂well, you can, but then you have to hang back and be really strategic about when you move forward.

Where do they go?
I've had the Absorb in Lightning Rod and the Resistance in Chain Induction, but would I be better served putting them elsewhere?
-
I play mostly duo with a RL friend and Storm is very effective in that environment.

Others have said this, but I think it is best played on a corr or maybe def. It is just seems like it is more of a crowd control and debuff set than a blast set. Just having a T9 that you don't want to use all the time seems sad. And this is from someone who loves and loved full auto on live, and here before and after buffs. Even dual pistols T9 you wanna use it whenever up. This set, half the time, or more, seems like eh why bother with it now. I'm not deleting it, at least yet, but I'm not playing the blaster anymore.
Are you only playing on big teams? Solo and on small teams I use it every time it’s up. -

Oh really what science experiment gave him his powers?
If we're going off CoH definition: https://homecoming.wiki/wiki/Science
It's the "accident gone awry" part. They sent him off into space, where he encountered a sun that his species had never been near in their natural state, which gave him powers. Science.

I think Storm Blast really shines on Corrupters. All the procs from Storm Cell and C5 can Scourge, as well as the DoT damage portion from C5. I’ve seen my DoTs go as high as 15 when C5 gets rolling. I’ve also seen the damage procs go as high as 125 when lighting within C5 procs. Both of which can double in damage on a low health enemy.
best on Corr and Sentinel, yea, I agree. -

Think storm cell doesn’t do -to hit.
Yes it does.

Storm Cell doesn't cause aggro and adds a sizable -Tohit debuff.
With other blasters and sentinels it's build up, nuke, and those mobs that are in range are probably dead, and then you have nothing for a while. With Storm you have significantly increased damage for large periods of time. It's a different playstyle.
Earth Manipulation should be a fine pairing with storm. -
the set brings a whole lot of safety that can be applied even before combat begins.
Definitely, Cat 5 does not suck, but it is totally possible that the playstyle it offers is not what you're interested in. -
Yea, it shines fighting very tough mobs. If everything is dead before you've got your stuff out then what you're fighting is too easy.
-
Category Five is great. It may be you're not using it right? You have to cast it, THEN hit Intensity, and then keep attacking with your other abilities.
If you just hit it and then sit there it is weak, but that's not how it's supposed to work.
Jetstream is a bit weak as a cone and perhaps can be respeccd out of at high levels.- 1

I think storms biggest problem is while it has high over time and sustained damage but it's DPA INITIATIVE is very, very bad. In fact, it's the worst in the game I've ever seen, a complete opposite of my usual playstyle of "Full spearhead, hit hard, fast and first". And I favor reliability, all of my builds are made with that in mind, otherwise I feel kinda useless.
Simply, many mobs will be dead before you land anything due to all that time in trying to open up.Solo though, I decided while teaming just now to rush a team by myself after quaffing a purple and having farsight active and times juncture active. I was able to slaughter it no problem as the AoE sustain and consistency in hitting hard AND hitting more than one enemy at a time at all times was very effective. It just seems to as a set over-focus on that mechanic.
It does some of the best damage over time in the game AND it gets a lot of extra debuffs and soft control, for which it sacrifices up front damage. Slow but very steady.

You guys are using DPS to mean two different things.
Flamethrower now does it's full damage in little more than 4 seconds instead of 7. That's faster "damage per second" for those few seconds.
But what DPS generally means in games of this kind (leaving aside the "DPA" and "DPS" nonsense in the info screens in CoH) is how much damage your character does Per Second of Animation.
By THAT measure Flamethrower has not changed.
So in a long fight, FT is doing no different from before, but in short fights (most fights in CoH), it deals its damage in a much shorter period of time.- 1

Iirc, hurricane is only good if you stay away from the group at all times and it just replies stuff that gets close to you. Or stay on top of an AV for the -to hit debuff as they resist the repel anyway.
Or position yourself just outside of melee so the mobs stay in range of the scrappers but can't hit anything.

I just found a Storm Cell bug, in the mission Stop the Vazhilok Plot against the Promenade, from Officer Fields in Atlas Park.
I cast Storm Cell on the Vazhilok Life Machine, but after I destroyed the machine the Storm Cell stayed at its location rather than following me or engaging the boss.
-
I just skip it. Night Widows have plenty of good powers to choose from.

When I activate this toggle neither my defenses or my to-hit go up when looking at my combat attributes, is this a known bug?
Stand in the middle of a group of enemies, you'll see your defenses and tohit go up. Invincibility does nothing for you when you're standing away from the enemies, always has been like that.

I think what the chart really doesn't show is how MASSIVELY VALUABLE are the debuffs from Storm Cell+High Winds and the knockdown from Lightning. It is NOT just a damage power, it's a survival power too.
