Preventive Medicine: Absorb Proc Question

I always slot this IO (Preventive Medicine: Absorb Proc) in an auto power (Health usually), but recently I have seen several posts where people are saying to 6 slot a click power with Preventive Medicine instead of 5 slotting the power with Doctored Wounds.  The theory being that the set bonuses are better on Preventive Medicine.  Does the + Absorb IO only proc when the power is clicked or will it still kick in when the rules trigger?

This enhancement has a chance every 5 seconds to give you an absorption barrier. If your health is between 31% and 75%, this power has a 10% chance of triggering. However, if your health is less than 31% there is a 100% chance of triggering. This effect can only trigger once every 90 seconds.

It will trigger at any time not just when you have used the power.  I use this on all my Alts, if I have a heal that I plan to 6 slot then I put the whole set in, if not I put the proc in health.

I'm also in the "6 slot" or "1 slot" camp.

 

It even works in an ally-only power.  For example on a Cold Dom user I'll throw it (and nothing else) in Frostworks.

I stuck it in Rise of the Phoenix on my dom, since I had no slots to spare for it. The proc is only for you, and doesn't care what power it's slotted into, or if it ever gets used. Pretty nice for a one-slot wonder!
