Just recent;y came back to the game and still learning all the new changes and adjustments. :-)

 

I re-created an AR / Devices blaster as I always enjoyed running around sniping and playing a hit and run game.  

 

I got a lucky drop on another character of the Experienced Marksmen IO that causes snipes to be instant cast.  When I got the snipe on my blaster, I noticed that during combat snipes are instant cast as well, which I think is true for all snipes.  My question is, is there any benefit to slotting the IO or is it essentially the same thing just done differently and how is it best used ?

They made some changes to how snipe works in a update.

 

I believe that is out of combat.. EG if you open up with Snipe and you have all the requirements it takes a bit longer but does more damage.. 

 

Middle of working or would take the time to look everything up and post it.  

Go to the updates and see what they did with snipe it will explain it.

You'll either 5-slot your snipe with Sting of the Manticore or 6-slot it with Extreme Measures if you're going for set bonuses (defenses, mainly).  99% of my snipes are 5-Sting of the Manticore.

 

Rarely do I snipe out of combat, unless it's my opener; but that's very rare.  Mostly snipe is used insta-cast in combat for better sustained DPS.  The snipe change was huge; and it's even sillier on Scrappers (get snipe in some epics, except they have a chance to crit!).

 

Here is my current build for my AR/Dev (mostly on the cheap, no purples, but both ATO sets I buy with Merits (600 each)😞

Or you can 4-slot Sting and 2-slot Experienced Marksman for +5% range to everything. A little bit of interrupt reduction found in both those sets will bring the long snipe time down a fair bit anyways.

 

Snipes make a great opener nowadays since the +50% range buff loaded onto them will affect your cones, ranged nukes, balls and all the other stuff. Just from firing off Snipe at a boss first (while it's charging up pick a target better suited to your cone angle) without any enhancements or anything, with nothing slotted at all anywhere, you'd still turn your Full Auto into a 120ft affair.
