Leveling with common IOs worth it?

What I find that works for leveling and then early farming at 50 is to make cheap level 30 yellow sets, if available, for the powers selected. They can be usually made for the same price or even less than the common IOs and you get the extra enhancement values with the dual and triple stat ones plus the set bonuses. For powers without cheap sets, I just use common IOs. Then after 50 I farm for the final sets needed for the build.

 

Here is an example of a Fire/Kin Controller I am leveling up now (currently 34). I spent under 20k for most of the recipes on the market and the highest was still less than 100k. I did spend 5mil on Sudden Acceleration: KB to KD for bonfire and will need another for disruptor blast but those wont need to be replaced.

I go for IO sets as soon as they can be slotted, targeting anything that gives a Recovery bonus, and replace them about every 10 levels. While those percentages may be small, they make a noticeable difference in maintaining end, especially on characters using toggles. Of course, I hate end management so I'll take every benefit I can get. Money falls like rain in this game, even for people like me who are not market gurus, so financing doing this is not an issue. Its just taking them time to do it every so often.

I generally just use whatever drops I get (perhaps buying a few endred or Acc DOs) until level 22, then do a round of level 25 IOs and keep those until 50.  The 25 IOs are about as good as SOs, don't expire, and still use the salvage you've been finding as a lowbie which will save you a couple bucks.  IOs seem expensive, but by the time you've replaced all your SOs once you've reached cost parity and the IOs only pull ahead from there. When you do an eventual level 50 respec you can even take them all and mail them off to your next alt (easy with the amount of enhancement trays we have now.)

 

if you are a brand new player on a first character you won't have enough inf for a round of basic IOs (or SOs for that matter) so just hoard your merits, get to level 25 and buy a luck of the gambler global recharge recipe. They only cost 50 merits and you can easily sell that for 10-15 mil or more at present, which will give you plenty of walking around money for new characters.

You're really not spending thst much to keep reslotting SOs or whatever as you -them.  "Money" will flow freely for you in the game, finding and selling one nice recipe drop will probably fund your lifespan's SOs up to 50.  But I'm also in no rush to start IOing out everything because I'm playing more casually.

While leveling I tend to just use the recipes that drop along with the salvage that dropps. It's cheeper than getting SOs frequently and they never get worse as you level up. The few exceptions are numina and miracle.  I get those early normally with merits to avoid endurance issues that are normally common at the lower levels.

It's been awhile, but I think I normally leveled from 1-32 using DOs and then SOs when available.  Once I hit 32, I would craft a full set of generic IOs to hold me until 50.  At that time, I would craft a full set of level 50 IOs while I was working on my sets.
