Need some help with a starter/beginner Spines/Fire farming build

So i'm just about to get my first character to level 50, once there I intend to do a full respec and try to rebuild him properly to be able to run some farming in order to get some inf not only for this toon, but for all my re-rolls when they will hit 50. I think about going the AE farming route.

 

The main problem right now is that i'm on a serious budget. I would say I can reasonably get about 100.000.000 inf for the build, hardly more.

Could anyone recommend me a build? Should I even consider sets? or just go basic IOs?

 

I'm usually more into fun builds and picking powerset more because they look good together / fit thematically well, but as I build this toon to be my main farmer, I'm looking mostly for efficiency.

This isn't an optimized build beyond having 45% def to fire and 90% fire resist with the shield toggles running.  But it was fairly cheap last summer when I started prioritizing making inf quicker for time considerations. 

 

While I was slotting this out I used purples to stay at 45 fire def and ate blues as needed.  Set the difficulty as high as you can handle until you can afford a stronger build.  I reinvested my inf into making a more efficient farmer.
