Is Psionic melee at all useful against robotic foes,

and what does it go well with as a defense power?

A great many robots are resistant to Psi damage, as are a lot of mobs in general above Level 40.

 

It is not the worst damage type overall, but its weaknesses do generally appear in level 40+ mobs.

Luckily, many mobs that resist psy are weak or neutral to Smashing and Lethal

Psi looks pretty cool, I'm still not sure what to pair it with.

I'm thinking about Dark Armor, and IO kit it for regen so I can take the most advantage of oppressive gloom.

run a fire psi tank  lol  its got insane damage when you combine the gaussian, insight, build up, and fiery embrace.

It’s not as bad against robots as you would think. It’s not great either, but every power deals either part lethal (the psi blade attacks) or part smashing (the punches and levitate). Lethal is also generally not great against robots but smashing tends to be solid.
