Electric/Storm Controller Assistance

I just recently hit 50 on my Electric/Storm Controller and I am looking for some assistance with a sturdy IO set build. I would like to use Mu Mastery but I am not opposed to using Ice Mastery.  Does anyone have any advice or care to share their experience? Thanks in advance.

Now, this probably isn't exactly what you're looking for. The build above is optimized for sapping (end drain) - and it's very, very good at it. It's also a bit difficult to play without incarnates due to end issues (but this is common for Storm Summoning builds).

 

However, you can probably adapt a lot of the build approaches. Storm Summoning tends to be based around exploiting Force Feedback in Tornado/Lightning Storm, while Electric Control uses Jolting Chain packed with damage procs. You can mock up the entire build on Beta and see how it works for you - the sapping aspect is actually useful on large spawns but not all that great against AV/GM.

To be fair, it was buried in the middle of an unrelated topic. It's certainly a build worth mocking up on Beta just to see how quickly you can shred an end bar. However, it's probably more sensible to re-jigger it to place less emphasis on end drain and more emphasis on just killing things.

As Hjarki noted above, a major point of min-maxed Storm builds are to put Force Feedback +Recharge IOs in both Lightning Storm and Tornado. If you do this, when you're in a fight, the rate of Recharge boosting is between 30-40%, which is as good as Radiation Emission... and one of Rad's main draws is how it can manage a permanent solid Recharge boost. So this is a major benefit for a build, and it only costs 2 slots (and Lightning Storm isn't even 6-slotted, so it's just a matter of finding a slot for that). And Overwhelming Force gives its Ranged Defense bonus at 5 slots (and it's pretty small), so re-jiggering the slotting on Tornado to get Force Feedback in there isn't a major problem for the build.

The build I posted is already cranking ~158.8% recharge *BASE*

 

It's already into Perma[Hasten] by ~3.7s (116.3/120s)

 

Adding more recharge nets you absolutely nothing. There are no other long-recharge powers that benefit from closing a recharge gap. 

 

So basically, you'd be giving up additional situational survivability (In this case extra KnockBack protection which is useful for WHEN you get Grounded or if you took a different Travel power such as [Super Speed]) to get absolutely nothing.

Instead of having to mule useless 5-slot powers and take a mediocre Alpha to reach perma-Hasten, you could simply use two IOs in powers that easily accommodate them. The reason people put Force Feedback into Tornado/Lightning Storm is that it's by far the most efficient way to gain large amounts of global recharge - and that efficiency translates into flexibility elsewhere in the build.

I'll echo Coyote and Hjarki here: Aurian's build isn't bad by any means, but it's what you might call "off-meta" at the moment - no procs to speak of, and even if you did use procs, the Spiritual Alpha would make them worse.  Procs are particularly important on low-damage ATs like Controllers.  In this case, you're missing even the low hanging fruit of a proc'd out Tesla Cage, which could easily do 300+ damage per cast.  (400+ if you slotted for damage and/or used the Apocalypse proc in the power, but IMO Apocalypse is best in Lightning Storm here.)

 

(Without Spiritual, you're not at perma-Hasten levels, which means that your build could, in fact, use the extra recharge from an FF proc or two.  It might allow you to switch your Alpha slot.)

 

Storm craves Musculature or Intuition Radial (probably the latter on a Controller), as Tornado's damage is only buffed through enhancement boosts, and LS could always use more damage too, of course.  We had a very long and productive discussion about various Storm builds on the Defender forum a few months back; it's a worth a read:

Anyway, like I say, Aurian's build will perform well.  There are approaches that will work better, but the OP probably won't be disappointed either way.  I wouldn't have commented at all if it weren't for the wildly inappropriate tone of one of the responses above.

I couldn't open the build but I agree with the comments about Recharge. You really shouldn't pass up easy to grab sources of recharge even if you feel you have "enough." Buffer Recharge protects you from -Recharge effects. Same reason you shouldn't skip Hasten.

 

-Recharge becomes harsher the less +Recharge you have. What I mean is if you have 0 global Recharge and get hit by -75% Recharge total it takes powers four times longer to Recharge... eternity really. Luckily such an extreme example is rare. But enemies like Arachnos can get you down to -50% pretty easily, which makes powers take twice as long to recharge. Note the amount of -recharge to hit twice as long is 50 points, but if you add just 25 points more its now quadrupled. That's because Recharge has a curve like this:

If you have +100% global Recharge and get hit with -75% Recharge, powers take a little less than two times longer to recharge than they would at +100%. That extra Recharge cuts the debuff amount in half.

 

Long story short, while large amounts of extra +Recharge are subject to diminishing returns and don't make your powers recharge faster, they provide a buffer against -Recharge where you can shrug it off before it starts to have any effect. The more global Recharge you have, the more protected you are. 

 

This is a Controller discussion, so you may get away with it most of the time. On Dominators itsa way bigger deal though. I play perma Doms who are great until they get hit with -Recharge, and then its a house of cards when Domination mode slips.
