It seems this mah thread is very revelant like before:

 

 

Most of NPC-only pieces, however, still remain unavailable for player characters AND Architect Entertainment NPC's. Some of these restrictions might have been placed accidently by mistake of Unbroken Spirit team because they had a hellish lot of work to make i25 update, and just couldn't pay attention to everything. However, on Private Server that problem is very easy to fix, just remove NPC-only flag from costumes. That can't be said about Homecoming game, however, as no player has access to serverside, and with just editing clientside files one couldn't penetrate defense that runs on serverside.

 

Several of them l believe were available for Players when this game was run under NCSoft. For lnstance: Roman Sandal style for males could be bought on Cimerora style vendors back on live AFAIR (for both Male & Female bodies), but right now that style is not available and you can't it use on playable characters and AE enemies alike (available only for Female bodies, but not Male). And that's just one example, l'm sure there are a lot more of them.

I believe the answer to your question depends heavily on if the Team has anyone with the skills and time to perform the required tasks to meet the Team's standards.  @Piecemealhas demonstrated some remarkable skill in developing new textures for existing pieces to come up with some impressive new NPC costume content, https://forums.homecomingservers.com/topic/22521-dev-diary-piecemeals-workshop-of-horrors/, and has remarked on the desire to get a whole team working on projects in the future . . . but I'm afraid I don't know if NPC costume piece accessibility is within Piecemeal's wheelhouse.  I'm really hoping that we'll get our hands on those new pieces for player-use when Page 6 hits.  And, if so, then it might represent good news in favour of eventually getting people onboard to free up the other NPC costume pieces.

There are pieces, however that actually ARE IN costumes.bin file, but are flagged as NPC-only. No clientside manipulation that can be done doesn't allow you to submit those costumes, because Serverside won't update the costume if the new one is not valid. Unflag them and player characters will be able to access them. That's some easy action that private server runner can perform quite easily.

Not saying I disagree with you; but Jimmy stated in the past that the Homecoming Team apparently wants to do a quality pass over all of the costume bits before releasing them to players (or at least implied that much, but didn't explicitly state it.  Kind of a signature move, that.).

Wait, l've mistaken that piece l mentioned in initial post with Roman Greaves unlockable style. "Roman Sandal" style was made available in i25 update made by Ouroboros team, here (page 25): https://docs.google.com/document/d/11cLJiSYlfueJheOumRywG8Evip2Mjmu_30Y6ePaetqY/edit

So that means prior to shutdown that style was NOT available for players at all, both Male & Female character. Ouroboros update note doesn't mention, however that style is to be unlocked for Female only, not for Male. But it de-facto it was unlocked for Female bodies only. While it's easy to fix on Private server, it's impossible to fix on Homecoming. l hope next update will fix that, as well as unlock Arena Attendant Headset for all body types, so l could fix my Architect Entertainment enemies, as well as players in general have more options to make toons.

The existing issue with a lot of npc only costume pieces is clipping on character models, as we have male, female, and huge. Some of the npc flagged costume pieces might not necessarily match up in the correct slot on the various models.

 

So it would require someone that has skill in 3D modeling and someone with skill in texture design to make it feasible to match up with our existing character models.

 

It's all definitely doable work, and I'm sure many people have the skills to do it, it mainly comes down to the time required to actually do it.
