Usual way. Talk to a Hero Corp rep or, beside your Chat (where you type) is a little Speech bubble icon. Click that and in the popmenu there are options for setting the relative levels of enemies and how many heroes you "count" as. 

 

So you can use those two to give yourself a diff suited to your character (Stalkers might prefer fewer, harder enemies, an AoE machine might like lots of easier enemies)

Radios do grant contacts though, if you’re unlocking story arcs.

There's a few decent temp powers after KR banks (which grant raptor & jet packs). There are some temp attack powers in side mishes. Regrettably, with all the freebies from P2W, there's no non-nostalgia reason to run the safeguards outside the exploration badges.

I love running Safeguards for the weapons deal side missions. The reward for that side mission is a random temp power, many of which aren't sold at the P2W vendor. Some of them, like Kinetic Shield, are really good powers too.
