Illusion/Cold, how to live up to the hype?

I've had an Illusion/Cold controller for ages, as a replacement for one of my first characters on live, Illusion/FF.  After hitting 50(+3) and shelving the character for a year to pursue other interesting characters, I'm ready to revisit and actually put some sets to use.  There are several threads talking about how great this combo is for killing AVs, but I'm more looking for the ability to lead a team, small or large, through high difficulty missions without risking much death.  Here's a build I've thrown together, but I'd love some input as to how to make it more soloable, or conversely, how to maintain softcapped defense while maximizing recharge.

 

Also, am I wasting my time with procs?  Not sure without trying it out...

Here's the build I have that you can take a look at. 

127.5% global recharge from set bonuses, hits perma PA, perma tarantula, perma heat loss, perma benumb, 15s cd sleet, procced poisonous ray, and features adrenal booster. Grab an extra 20% global recharge from sg base buff. Poisonous Ray is really good with illusion control, you took mace mastery and skipped it! It is a better place for your achilles and apocalypse proc and it adds to your resist debuff stack to amplify your pet damage. Proc out blind - it has a 9s base rchg compared to the typical 8s. Also I wouldn't concern yourself as much with your softcaps when you have perma PA. Amplifiers are also available. Also +regen slotting in the right places is pretty helpful for /cold, outside of a green insp or heal temp power it is your only way to regain lost hp. Leadership: assault is doing very little for your build btw, it does not affect phantom army or any of your dmg procs.

On this specifically I would say Ill/Cold is a fantastic at melting AVs. For general content, if we are talking about controllers in particular, I would look at other sets that have more consistent hard cc and aoe damage. An AV killer Ill/Cold build will differ greatly from a build suited for other tasks. It is a good choice for some AV heavy task forces like ms lib tf and the recluse sf though.

Iirc @Frosticus had some great ill/cold builds. I based one of mine on his posts. A brief comparison of my build vs. yours:

• I used Ice Mastery; frozen armor + ice storm. Hibernate is nice for solo, too. Iirc Frosticus used Earth for the KB on his offense build, and Psionic for defensive.
• Took Ice Shield but not Glacial. Debuff from Ice Storm I feel helps more than another shield. I also don't care about teams as much
• Superior invisibility instead of afterburner. For stealthing to end bosses, and as a mule for Luck of the Gambler

Unfortunately I don't have a Mid's of my current build. Think I ran it through beta, was happy with the results, then dropped it and forgot to actually finish it. I'll post one I was tinkering with earlier this year.
