Savage/Ice Scrapper

This should get you started. It'll have you soft-capped to S/L/E/N when you pop Energy Absorbtion when you enter a spawn.  Slotting on Super Jump and Combat Jumping is flexible depending on how many uniques you want to throw in there. You can add Hasten, swap Hemorrage for Boxing if you want Tough/Weave; add Soul Mastery for Shadow Meld, etc.

Thanks @ninja surprise, I'm bad at coming-up with my own builds. Even trying to figure out what to do with the last three powers in the setup above will probably make my brain melt, but it's a start, and probably better than my attempts to make a frankenbuild based on my Ice/SM tank (built by a very talented friend of mine back on Live).

This is the one that I used for mine. I've been thinking to ditch savage strike for hemorrhage, which I would only do on a scrapper for the crit proc. Otherwise hemorrhage should be stomped on repeatedly and sent to hell for how crappy of a power it is. With a high enough recharge build, this is the one and only exception where it is worth picking up that skill, because savage strike also sucks for damage XD:

Switch CJ and SJ. You can also get the jump packs from P2W and buy a Flight power there for 1 mil. Steam Jump pack and Athletic Run are two of the instant things I get for a new character. I have one build with just SS for travel and another with none, so outside of unlocking some temps powers, it is easier to sub in stuff from the P2W vendor. Logging out in Grandville or the Shadow Shard also gets you you a rechargeable Fly power via the Dimensional Explorer badge.

Yeah, I only got it in my build mainly for the IO mule actually and esploration badges temporarily using a jump in it. I almost never get travel powers, jump pack and ninja run usually are good enough and void skiff for tough heights. Don't skip cj early, it's really useful for combat mobility, lotg mule, and 2% more free defense.

If you're talking about Mids, you can just drag and drop powers to re-arrange them.  It'll warn you if you put something into an impossible order but it'll let you do it.
