This seems unintentional both because she has "prior to introduction" dialogue and because her later mission dialogue refers back to the events of those arcs happening to the player. Not that Heather gets intro'd by that ever, but I think several contacts that wouldn't talk to chars walking up to them now will allow walk ups.
