What determines which detective you talk to at the police stations?

AFAIK every police station has two detectives, one outside and one indoors.  What decides which detective is assigned to your character? 

Is it Origin? Random when you get high enough level and enter the zone? 

It doesn't seem to change ever, so you're stuck with whichever one you get.

Randomly decided when you first enter the zone.  You’re not stuck though.  Go talk to the broker or detective, and dismiss him or her.  Rezone, and you’ll randomly be assigned a broker or detective again.  Note that random is random.  It may take several attempts to land the one you want.

If you're planning to run radio missions with the toon you're on, it picks the detective that's inside and hardest to reach.

I seem to remember Origin having something to do with it, although that may have more to do with what contacts the Detective will offer after you complete a Safeguard.

Yeah that's why I don't want to punch Detective Streebek because if I did we wouldn't have Saving Private Ryan or Joe vs. The Volcano . . . wait . . . logic . . . flawed.

Yeah, at the beginning I thought it was origin so I'd always choose the same origin. But then I kept getting the inside cop regardless of origin. I much prefer the outside guy because the police stations are a pain to ruy/fly through.
