What decides which detective is assigned to your character? Is it Origin? Random when you get high enough level and enter the zone? Go talk to the broker or detective, and dismiss him or her. Rezone, and you’ll randomly be assigned a broker or detective again. Note that random is random. Yeah, at the beginning I thought it was origin so I'd always choose the same origin. But then I kept getting the inside cop regardless of origin.
