Beta Decay + Cloud Senses: Chance of Negative Damage

Beta Decay is a /Rad toggle power that gives you +recharge for each enemy around you and -tohit & -def to enemies around you. If I put Cloud Senses: Chance of Negative Damage in it, does it do the damage to me or to the enemies? Or both??

 

Anyone know?

Now I want to put the Taunt Damage Proc in invincibility...
