You should definitely put the build up proc in Widow Tactics. It's wasted in Build Up.

Predominately, I like to control when the Gaussian's goes off, not randomly whenever it feels like, but that's just my preference.

I take this statement back anyway. The proc rate standardization thing means it's actually got a really high chance to fire in buildup anyway. So you'd have DOUBLE build up.

I wouldn't both with Combat Training: Offensive. It's a great power to take while leveling but with an IO build you don't really need it. Between Tactical Training: Leadership, the accuracy slotting in your powers and the incidental accuracy you pick up form other IO sets you really don't need the extra accuracy from CT:O.
