Is a Scrapper with Stealth a tad better than a Stalker with Hide?

Better?  No.  They just play a bit differently.  Some Scrapper secondaries have a threat aura that will negate the stealth for one thing.  Secondly, Stalkers can control critical hits while Scrappers cannot.  Thirdly, Stalkers will have more single-target damage while Scrappers will have more AoE as a general rule.

     And there are some foes that will see through a Scrapper using Stealth that won't see a Stalker in Hide (Hidden).  Snipers come to mind among other things.  Hard Mode foes can have buffs to Perception which Hide but not Stealth will keep you unseen.

 

Basically Hide has a much higher base Stealth than the Concealment power called Stealth

Stealth IO plus a Stealth Power equals Invisibility, even if it's not quite as good as Hide.
