Activation time should have nothing to do with %proc chances. The only power I can think of that has a different recharge rate based on Quick/Normal "snipe" is LRM Rocket. However, the Quick version of LRM Rocket (Blaster's Arsenal Mastery) still has a very proc-favorable inherent recharge time that I think you would have to do some work to demonstrate that it was noticeably different than for the normal (slow) version.
