No apparent difference, though we may have taken down AoR too quickly to see it. It seemed last week to be AoR becoming Unaffected by attacks a few seconds early, as if his shield were back up early (preceding the shield animation by a few seconds). I'm wondering if the +Recharge buff from the Shifting Tides power may be affecting enemies as well as allies, but it's mostly conjecture so far. 1 1

City of Data is saying that Shifting Tides provides a +2.0% RechargeTime Strength (all affected targets). But when I try using it on an enemy with combat attributes, it doesn't show any debuffs affect the enemy at all. Shifting Tides does not debuff enemy recharge. It buffs ally recharge. It was in response to their testing against AoR - they thought maybe Shifting Tides did something to recharge so I took a look and it's effects are applied to team members when either the toggle is dropped on an enemy or player.
