It's not more utility.  It's different set bonuses depending on what bonuses the supposed Heal/Range set would have - all for the same slotting.  That is not power creep.

 

Power creep would be wanting that Radiant Aura PBAOE heal to be able to accept range enhancements which would make the healing radius larger.

I really feel people who cry “power creep” simply don’t play enough(or any, lets be honest) games outside of CoH to understand what it looks like.

 

Hell its’ meaning has become muddled a smidge even IN CoH

I'm befuddled why a certain font-challenged individual thinks a Purple or PVP Fear Enhancement set would be a sign of "power creep"; AFAIK there are already existing Hami-O and D-Syncs that can boost existing Fear powers with single-piece enhancement values (Control, Accuracy, Range, Endurance, Recharge) higher than equivalent level 50 pieces' values.
