Galaxy city is basically a very good tutorial, has a easy boss fight, interesting storyline with lore(and feels like you are a hero on a mission, and not doing random activities... For the first few episodes at least), and basically the quests aren't hard(even if they are. Unlike preatorian earth you have people to play with)

Only the following is needed for a complete tutorial-
Leveling up(outside of galaxy city)-Can be done with a quest/mission when you are expected to level up(The objective could be just talk to liberty girl, so as not to soft lock a player for leveling to 50 before doing main quest-line.)
The hospital system(could be they tell you they will revive you at a medical cart after giving you a patch if you fall in battle)
Enemy difficulty(Could tell you enemies before you enter as well)
And exit dungeons(can be basically a exit button you are required to press before you can evac to the main park)

Otherwise this is a very good introduction for new players. Especially if you prefer a officer or citizen that somehow got superpowers from the incident or has special training and had to save the world, instead of a generic superhero.
Plus it is underrated as it has cool lore

 

(it also isn't hard to be a hero or villain, as only one choice dictates the hero or villain, and it tells you which is which.)

It is also a very good story, like my man Matthaw Habashy>Than your Director/Main Guide(On hero side I mean)

(also if it is for the diffuculty compared to regular story, can be a simple nerf of enemies, it is mean't as a tutorial, even with alternative quest-line)

I will not set foot in the Galaxy City tutorial until the voices are silenced.

The guy screeching in my ear about how I must go help Blue Spectrum .... it's not pleasant.

Yeah maybe silence the voices or revoice them lol(especially if we add extra tutorial items)
But it is a good tutorial seriously, and the alternative storyline is slept on.

I love the Galaxy City tutorial.  And I like the voiceover too - no issue with it.  I much prefer this over the Outbreak tutorial, although I will give Outbreak this... it goes more in depth with explaining things, which can be good for very new players - provided they have the patience to read and learn.  But what new excited player wants to do that?  😄

Yeah fair enough it does go into detail, but we can get the same details in the galaxy city questline with a couple of changes, and it could explain the same stuff from the preatorian(Yes they explain dungeons and combat difficulty), and regular hero/villain tutorials
It is a tutorial after all, not a advanced class which has a unique storyline because it is a advanced class(harder to control/play but has more utility/versitility)

There were no badges to be earned in the Galaxy city tutorial.

And MTeague is right about the screeching voice.

I'd rather do outbreak and get isolator, or breakout and get jailbird.

 

As an alternative, once you do the Galaxy city tutorial and choose which side you are, you are then sent, from there, to the tutorial of the faction you have chosen to finish out your "training" and still get the badges available in them.

I did not know that. That could make Galaxy City tutorial 95% less irritating.  (I still begrudge the loss of old Galaxy City, that's the other 5%...)

That's exactly why the Galaxy City tutorial was de-emphasized with the Outbreak and Breakout tutorials emphasized.  They both explain the game better than the Galaxy City tutorial for players who are willing to read.  Plus, the Galaxy City tutorial gives new players a bad first impression of the game, thinking that the rest of the game is voiced like more modern MMOGs.

You have to look hard, but if you're really good at parkour you can find Officer Daniels as he's "talking" to you during the tutorial. I snagged a screenshot.
