I also got a screenie (a long time ago) of a Hellion who was in the Magic section in City Hall....Azuria must have been in the ladies room at the time

NPCs do this occasionally.  Something about the mechanics of the player transition leaves the door open, so to speak, for an extended moment, and a locked-on NPC, or more, will follow.  I see it most often in City Hall, though that still leaves questions about how they got up the steps without the police bots transporting them to the Zig.

 

I do wonder at times if the effect might be related to the planned effect of certain NPCs traveling the mission elevators to continue harassing players.

He just got bad directions. MAGI's "will call' window is on the outside east wall of City Hall -- it's where the Banished Pantheon pick up the pieces of the Wheel of Destruction after you collect them, for example.

Maybe the NPC followed the player thru the backdoor of City Hall (I recently discovered). No police bots on that side.
