I've been thinking more about this. 

 

I still like it a good deal. 

 

I think they should be "red" sets (not purples or rares) and there should be 9 pieces per set, allowing players to perm any 6 from 9 - BUT the important caveat is that a player can only slot a max of 6 per build. 

 

They should be universal sets, a la Cupid's Crush and not focused on Damage but rather almost like a "detuned" Incarnate slot without the level shifts and whatnots so maybe focusing on health, resilience, travel speed, global accuracy etc. We have enough damaging powers already and it's a good goal to give players something to aim at. 

 

Probably best to make them an event prize, (again like CC) so that players have an opportunity to collect a goodly amount periodically, but I'd also like to see the bonuses stack in a way that aligns with the player's goals for that character, a bit like a tree matrix where the 5th & 6th pieces boost the 1st & 2nd pieces. It might need to be immune to ED for this to work effectively.

I am all for this. SomePurple sets (like Absolute Amazement) could use a pure Accuracy enhancer.  (I slap it in a low accuracy aoe)

Here's my fix for Absolute Amazement. The base set numbers are STUN 101.9%, ACCURACY 59.6%, RECHARGE 89.9%, ENDURANCE 33.1%. Looks like accuracy and endurance sux the most. If You use VIGOR CORE PARAGON for your alpha slot, it changes the numbers to STUN 101.9%, ACCURACY 92.5%, RECHARGE 89.9%, ENDURANCE 66.1%. Now It doesn't sux so bad anymore.  But wait let's not stop there. We got ENHANCEMENT BOOSTERS to add to the mix. (+5) Now it looks like this, STUN 107.3%, ACCURACY 105.9%, RECHARGE 97.4%, ENDURANCE 74.4%. Those are numbers I can live with. Vigor Core Paragon fixes a lot of what's wrong with most all enhancements by adding 33.3% to accuracy and endurance as well as a 45% to healing.

I worry that adding 1-2 slots for more existing enhancements would be a nightmare to code, and would only push the power creep to make 8 piece sets.

That said, I would like to see an additional slot added to most powers specifically to hold a special kind of "not-enhancement" that might alter the core theme of a power, say converting the visuals of an ice power to fire effects or something along those lines. Mostly cosmetic. The one exception I would push for as a functional proc would be to have a "KB>KD" proc that is available for free in S.T.A.R.T. that you could assign to as many KB powers as you want without involving set bonuses or other performance adjusters. But you could set other cosmetic procs, like adding a Rain of Fire visual to your fire armor damage aura for instance, or changing a sound effect. Something vaguely related to the concept of special costume power effects, but not quite done by that subsystem either, because it would be power specific, not a whole costume. Kind of a power specific mod system, but in game rather than dependent on an out of game utility.

Anyway, even that is probably more complicated than it would be worth.
