Honestly the only winter enhancement I use these days is the Entomb absorb proc and even then it’s rare. If I decide to build a fire farmer I’ll use a bunch but I have enough of those that I haven’t felt the need to level more in the last year or two. At this point I’m just sitting on a few hundred of the packs I got at a discount in 2019 and 2020 that I’m too lazy to open or flip.

I would discourage this. And here's why: 
(Mind you, it's just anecdotal experience) 

I create a character. Maybe I do a DFB, maybe I run Habashy and Theiry's arcs. Or maybe I get to 5 and head to The Hollows. Either way, eventually, I make it to the 20's and I start thinking about slotting. 

I have 3 bases. I know where my superior winters, superior ATOs and Very rares are. 
I know where most of my attuned PvP and uniques are; but I just don't have the room for all the stuff that I removed from deleted 50's; so I made a third base thinking I would convert many of these into stuff I could use. And I've been doing that, but when dealing with attuned sets, sometimes playing converter roulette costs more than just buying the IO outright. 

Like if I want a Positron's blast instead of a Bombardment. I try to convert in set, and I get the damned Air Burst...and then I'm forced to convert out of set. 

Now, you mention rares you get - which suggests recipes that drop. And for converter roulette, dropped recipes that are crafted are fine. But from an inf perspective, it's better to find an uncommon recipe that doesn't require the rare salvage. And convert into the rare, particularly given how cheap converters are these days.

i rarely build characters anymore.  no time, and i have done a lot of it. 

 

still, ...  i keep a base with bins (avg 80-99% full) 2 bins ATO, 1 bin winter, 1 bin purp/pvp/OF, 1 bin Hami, 1 bin heal/end, 1 bin res/def, 1 bin ranged ST, 1 bin ranged AoE, 1 bin melee, 1 bin pbaoe, and a couple 3-4 bins of random stuff somewhat grouped by job debuff/hold/KB red, etc

 

this amount was good but not great when i was building a new character each week, and it is way too much now that i am just tinkering.  but damn useful.
