I am trying to make a good build for a Storm Blast/Cold Domination.  I am not seeing procs from Storm Cell, Category Five, or Sleet.  I have asked in the Help channel but no one has answered.  I am unsure if I am missing something obvious or if no one knows.

1) Did they nerf proc chances on Storm Cell, Category Five, or Sleet?

2) Does Scourge work on Storm Cell, Category Five, or Sleet?

 

Answer

1) No but they are all summon entity powers which check proc once every 10 sec

2) Yes but see #1

I slot storm cell for acc and damage and then 3 procs . Proc rate is very low, but it is always active so it still adds up.

I don't proc slot cat 5

I am no proc wizard but how AoEs are figured makes it relatively ineffective.  First the radius plays a role in the math, large radius poorer chance.  Sleet is large area.  Secondly they proc on cast, then check every 10 seconds afterwards.  With most teams the mob is long dead by the time those later checks occur.  And Sleets real value is in the debuffs it provides.

Rain Powers have never proc'd well. So putting proc's in Sleet is a waste..

1. Depends on the power and what you are expecting.

 

2. There's a really good Google doc somewhere, but i can't find the source at the moment. Its by Mac iirc or maybe Bopper

 

This calculator works decently, but you gotta know what type of power to enter for it to spit out accurate info.

As for storm/cold there isn't a ton of proc opportunities:

Direct strike, cloudburst (if it ever gets fixed), maybe hailstones. Maybe a ffb in storm cell* and as mentioned I put a few damage proc in.

Cold really only has infrig.

Proc out your epic attacks for sure.

 

*ffb procs very consistently upon casting cell. Probably a good choice for speeding up the cold powers

Infrigidate has a 1 second cast time and a base 15 second recharge time (across all archetypes with access to the Cold Domination powerset) and it's duration is 20 seconds, so it can be permanently cast to debuff the target out of the box. And based on those recharge and activation numbers, it's the poster child for procs too (90% proc chance! for 3.5PPM!). It does not need recharge enhancements added to it - it will only decrease the proc chances if recharge is added. I recommend slotting a 50+5 Accuracy Invention Origin Enhancement and however many procs you'd like in the power.

  1. It's not AoEs that cause proc problems, it's pseudopets, which only check every 10s. Storm Cell, Cat 5 and Sleet all summon pseudopets. 
  2. The Google Sheet linked below provides very comprehensive proc calculations (go to the PPM calculator tab). You will need to save a copy of the sheet.
