Yes. Hover and Combat Jumping are at 100% uptime. Combat teleport has a 22% uptime. Hasten increases this number to something like 33%. Switching Combat Teleport to instant recharge would help bridge this gap. Ah okay, was curious if you had a zone order you did it in or something. 15 minutes to get every exploration badge seems really quick. Given that there's 53 zones in the game with exploration badges. (Assuming someone has a super computer that only takes 10s on the loading screens, that's 9-18 minutes on loading screens alone. Add in an average of 2 per minutes per zone getting the badges, and you're looking at 3-3.5 hours hours to get all the game's exploration badges.) -

Tested this a bunch in closed beta. Like how it's looking. I think the recharge of Combat Teleport should be instant, though. (Being able to constantly teleport around in the same way players with hover can constantly fly or people with combat jumping can constantly jump.) Plus it removes hasten interacting with it as a balance concern. (I.e. Hasten improves combat teleport, but does not improve hover or combat jumping. This seems unbalanced.) Is there a guide for this posted somewhere? (I just looked but could not find one.) I think this would make the LRT transition to an accolade easier for the playerbase. -

SUGGESTED TWEAKS TO POWERS Base Transporter Reduce recharge from 10mins to 30s. (To match Base Teleporter). Pocket D VIP Teleporter Reduce recharge from 10mins to 30s. (To match Base Teleporter). Supergroup Portal Reduce recharge from 30mins to 90s. (To match Ouroboros). Base Teleporter Remove charge function. (Have it work just like a regular power without charges.) Rapid Response Portal Remove charge function. (Have it work just like a regular power without charges.) Increase recharge from 30s to 90s. (To match Ouroboros) The above balancing will keep everything uniform and easy to keep track of, remove the weird "limited charge" restriction, and will have the added benefit of making the P2W powers optional, and only required for those who don't have the dayjob portals unlocked. SUGGESTED TWEAKS TO ZONES Cap Au Diable Suggest moving the base portal to Aeon City so it is more central. St Martial Suggest moving the base portal near the hospital so it's more central. Independence Port Suggest adding a second base portal to the south somewhere. (Would follow precedent of large zones having multiple tram stations) Founders Falls Suggest moving the base portal to somewhere in Liberty Town so it is more central. Suggest deleting this lamp post and putting it here: Skyway City Suggest adding a second base portal to the south somewhere in Land of the Lost. Or move the current one to a more central location.) Such as this: Nerva Archipelago Having the base portal right by the ferries seems odd. Suggest moving it to the Crimson Cove Marker. Also suggest adding a second one near the Agincourt marker. Ouroboros Suggest adding a base portal somewhere. (Seems odd that we can travel to every zone, plus back back in time, but not to our bases. Plus putting one in here will reduce the amount of loading screens players have to face when moving around.) Firebase Zulu/Cascade Acrhipelego/The Chantry/Storm Palace For the four shadow shard zones, I'd suggest recolouring the portal to to something other than blue so that it stands out from the geysers. (Also, while these zones are large, they don't need a second portal adding, as you can just jump into the void and be auto-teleported to the current one.) Imperial City There are two tunnel networks right next to each other in the south. This seems odd. Suggest moving one to the north where the Behavioral Adjustment Facility is. And that's everything. Good luck with the testing!

Ouroboros needs to have its recharge time increased to 30 minutes to match Team Transporter. Players have been using it to teleport quickly between zones and that is NOT WHAT IT IS FOR. This is an exploit and needs removing asap. Just because players have gotten used to it is no excuse. Every time I join a PUG and someone drops an ouroboros portal I think to myself "Sweet! Time to do ouroboros content!". It never is. I always complain, and they always give the same excuse: "Xan we're on a taskforce, stop being weird." I'm sick of being called weird. Nerf Ouroboros.

If you could not reinvent a beloved powerset that doesn't need changing, that'd be great. With that said, if you're going to fix anything, it'd be the rage crash for sure. (By removing it, and lowering the buffs by whatever % you need to in order to maintain the same DPS as before. Players won't be any better/worse off, but they won't have to stand around doing nothing for 8% of the time they're in combat.) -

A small group of friends =/= the virtue server. Having played extensively on both Everlasting and Virtue. There's nothing really separating them from a toxicity standpoint. Everlasting might feel less toxic, though, due to it being easier than live to surround yourself with like-minded people thanks to Discord and the regular events/raids/etc put on by Everlasting TFs and the various nightclubs. Honestly, if Virtue was still around it'd probably be indistinguishable from Everlasting IMO. (Except I'd actually have the name "Xanatos" on it...) -

I afk farm to 50 + patron arc in a day. Then afk farm ~12 vet levels a day thereafter. (I usually PL em up to VL 25-33. Or even higher when I have more incarnates to T4,.) Then when I have gaming time I spend ~3 hours getting the passive accolades and Demonic. And then a play session getting Geas. And then another play session IOing / building incarnates / +5ing. So...I have a "completed" 50 in like a week. That seems about right to me. I find the above process kinda fun. But it's just setup for the real fun...doing insane stuff in PVE and PVP with completed characters. If I had to grind out all the above by doing active farming or...*shudders*...regular content I'd just not bother with alts.

Good post. Plenty of valid stuff. Plenty I agree and disagree with. But I just wanted to zoom in on the bit I quoted above, because I think that's the crux of us not seeing eye-to-eye on this. Specifically in the context of City of Heroes - what's this boogieman that's going to bite us in the ass if the game doesn't get balanced anymore? Because establishing what that boogieman is, in a pragmatic rather than hypothetical sense, allows us to do one of two things: Either we realize the boogieman doesn't exist, that game balance is pointless in PVE, and we ignore it. Or we establish how the boogieman behaves in practice, and that allows us to cost/benefit "overcoming boogie man vs versus player unhappiness at nerfs" in a specific, measured, way. When it comes to City of Heroes, I'm currently in camp #1. But am happy to move into camp #2 if the boogieman can be demonstrated in a non-hypothetical way. I've read a lot of posts in this thread, and I haven't seen anyone do that yet. (If i missed anyone who did, sorry. Wasn't expecting this thread to blow up so much.)

Absolutely spot on. There are a few instances where procs need to be looked at in PVE (such as double-proccing in burn, -res procs giving blasters/scrappers the same -res as debuffer sets, the FF +rech proc being permable in Energy Blast, etc) but I don't think damage procs are a problem at all in PVE. They allow for build diversity in PVE. I like that. That should be encouraged. I do worry that the Homecoming team are looking for solutions to a problem they haven't clearly defined. @The Curator saying "many procs are very strong in AoEs and very weak in single targets" (when procs mostly behave the opposite way to this) has got me a little bit on edge. To their credit, though. They really do listen to feedback. (Which is useful when the occasional shower thought finds its way onto the training room server.) I've seen you post this a few times and it annoys me no end I can't remember exactly. Is it repel or disruption field or something like that?

Burnout only lets you have the T9s up for 6 minutes. And I've killed enough people through their T9s to know they're not unkillable. (Though I understand they might seem that way to someone who mostly 8v8s/zones.)

Absolutely. I was just saying to a friend that the game is so much better now than it was on live. Community included. The smaller sub communities seem healthier too. The RP community on Everlasting and PVP community on Indominable seem bigger than they were at the end of live. (Have you seen all the nightclubs the RP groups have made on Everlasting? Absolutely blew me away!) Well, yes. But how did you know?
