These are just drive-by comments.  Meaning not a thorough holistic review but just stuff I noticed at a glance.

 

Artic Fog will serve you better with +Def slotting than a Res set.  That's not to say don't sneak in some res IOs, but it should be enhanced to ED for Def (3-4 LOTGs, for example)

 

The Panacea proc won't be helping you in FW.  I think the proc will go off on the target (someone correct me if I'm wrong).  A better choice - Preventative Medicine.  The proc in FW WILL be affecting you in that case.  

 

I've never tried, but based on Fog's description, you can't use it with Stealth.  

 

I'd want the BU proc in Grave Knights.  BU + Broadsword attacks sounds nice.

For me your not hitting the mark.

 

I am not sharp on Necro pet buffs if any. 

I see your giving them some defense buffs which is good. 

I would go for range cap hover blaster type concept.

 

You don't need stealth. 

 

You can use a stealth IO in supers speed or sprint and if you turn super speed on with the IO it will make you invisible to mobs.  IF you have it in sprint you need both super speed and sprint on..

But it will work with Hover.. 

 

So you can hover around missions and only high perceptions mobs will see you.. AKA Rikti Drones. ETC.

 

Just turn off superspeed and sprint when you start attacking as it will be a waste of endurance..

 

And you only turn on hover when you are about to fight as well. 

 

I will have a look at the working the build tomorrow.

He doesn't need a stealth IO and SS to achieve PVE invis.  Arctic Fog already gives you 1/2 of what's needed.  So either the stealth IO in sprint OR take SS and slot anything but a stealth IO.

I think you could get the advantage of +def to your target and the +recharge for yourself if you slotted Grant Invisibility instead of Steatlh

One of the first mm's i made when we got the game back it needs to be played extremely aggressively, if you don't get to the mobs and take the aggro first your pets usually get hammered. Its a really old build i couldn't fit in leadership but that doesn't seem to matter the shields give way more defence than manouvres and once you pop sleet everything hits:
