I wanted to smack things with very large things, so I took Titan Weapons. Not sure why I chose Rad armor, but Rad is pretty good in all the other sets, so I figured it would be here. Ran it up to 50 and was doing some test runs before spending all the Inf on Purples and such. I ended up retiring it because it was about as durable a wet napkin and hit as hard. Like I said, it wasn't purpled, but it was filled out with rare IO sets, so it wasn't in terrible shape. I have let it sit for a while, but I really want to run around smacking stuff with a big stick, so I am hoping to revitalize her,. Also, I have seen everyone talking about how awesome the TW set is, so I figure I must have been doing something wrong. My goal here is to hit stuff really hard and have it crumble before me. I am not looking to be a brutank, to take the place of a tank, but I would like to be able to stand up to at least a moderately hard hit. I have roughed out a build in Mids. Any recommendations on the build and on tactics for playing TW and Rad would be greatly appreciated.

I am currently working on one for myself.  I wanted to try to make one that was able to take on AV's and kill them so I went with a build that focuses on -Res, -Reg, and -Rec.  Here is what I came up with.

@oOStaticOo I think you're going to hate fighting Rikti with that build. But a lot of interesting things going on with it.

You're DEFenses are pretty low, most are 11% or 15% and AoE is 20%.

Resists are S/L 90%, Energy and fire also 90%, Negative & Toxic 77%, Cold 57%  and Psionic is 24%. Cold doesn't matter much, there just isn't a lot of it out there.

But Psi and Negative are very common, and some of the incarnate stuff will splash in Toxic just to make you miserable.

If you're chasing DAMage, I would swap out Defensive Sweep for Crushing Blow and Follow Through is an important piece of your single target attack chain.

I basically have two attack chains (in the order I tend to use them):

Single Target - Rend Armor, Crushing Blow, Follow Through

Multi-Target - Titan Sweep, Arc of Destruction, Whirling Smash

I find that generally, the animations and recharges work out pretty well, and I am trying to find ways to splash in Build Momentum more often.

Also, I will switch from Multi-Target to Single Target as often as I can, it saves a lot of endurance.

Why I stopped using Defensive Sweep: +11% DEF Smashing & Melee (NOT Smashing & Lethal, like I originally thought it was.) And Light DMG. Playing it on my L50 Scrapper, I was much happier with the damage of Crushing Blow to a single target. For me, it just fits better.

I put the Fury of the Gladiator -RES on Whirling Smash. I've been very surprised by how big the area/range of that attack is. Arc of Destruction sometimes knocks them back a little bit, but whirling smash seems to always reach them. It's a fun combo because it just looks so...heroic.

I might take off Maneuvers for something else. It's only 3.4% +DEF, I'm not sure that makes much of a difference. Meltdown might be worth it, it's a very slow recharge, but the crash isn't really noticeable. That might be a decent "Oh !@#$" button. On my Scrapper, I have Meltdown and Shadow Meld (not available for Brute/Tank). I find that between those, if I'm doing a more difficult fight they work well in tandem. Several of the attacks do over 500pts of damage, double that when I crit.

I hope this helps.

the hardest-hitting attacks in the game are Melee, so Def.Sweep still covers these no matter what dmg type they are (Ranged & AoE tickle in comparison). plus Lethal tends to carry -Def with it, so increasing the buffer on Melee Def helps to counter -DDR.

as for the OP, it looks to me your sets are kinda unfocused... leading to nothing really shining in particular, which can give you that "wet napkin" outcome. maybe come back to the build with fresh eyes & try aiming for specific goals one at a time? build for Melee Def, then start over & build to cap S/L Res, again for E/N Res, go from a clean sheet one last time & cram all the Rech you can into it. once you're done, pull up all of em at once & see what works together in an over-all build.

post that new build & we can help you fine tune it.
