Build Help dark/dark Sentinel

I have tried several different times to create a build for this guy and nothing makes sense.  I am trying to max resists while optimizing as much damage output as possible.  I tend to play from the pile so being able to take a hit or 2 is important.  Any help with this is greatly appreciated!

What exactly doesn't make sense?  

It is incredibly difficult to max out resists to all types on Dark Armor for non-Tankers.  Scrappers, Brutes, Stalkers, these are all in the same boat with you.  You should be able to get to the upper 60% range on Smashing, Lethal, and Psi with some planning.  Energy and Toxic are notorious holes in the set and incredible pains in the ass to improve even for Tankers.  You can temporarily max out, or get nearly max, resists to all types with Rune of Protection if you're willing to take some Sorcery powers.  

 

Optimizing damage has a lot of "what abouts" going on.  Dark Blast as a set can make use of multiple damage procs.  Damage procs push damage but the more you add the less deep IO set bonuses you get.  It is a trade off.  At level 35 you can access Epic/Patrons and those contain varying degrees of good to great powers.  Dark Mastery fits a theme, includes some to-hit debuffs, and contains some great powers.  Smite is pretty good for a single-target attack, and Engulfing Darkness is also very good.  Netherworld Grasp can be converted into an attack by adding damage procs.  The Tentacle power isn't worth your time, and Darkest Night can quickly turn into a trap pick if you aren't careful.  Otherwise, this pool is fantastic for theme/damage.  Psi Mastery is also a gold standard for adding damage with Mind Probe, procced Dominate, and access to Link Minds which can be great.  

Here are some other recommendations: 

1) Try to aim for getting into the 50% range to all resists except Energy/Toxic.  You may get those to be higher depending on your IO set preferences, but try to plan around them as a weakness.  

2) Try to aim for getting your melee, range, aoe defenses to 25% to 32%.  Dark Blast has a lot of to-debuff and Blackstar can be an amazing contributor to your survival.  

3) Try to get Obscure Sustenance's recharge as low as possible.  This has a cascading effect and its strongest benefit is around 10 seconds long.  Try to cast this around that 10 second window but don't let it delay longer than 20 seconds.  The full endurance benefit drops off after 30 seconds and the full health regen is a full minute.  Still, the strongest benefits are in the first 10 to 20 seconds.  

4) Try to get Blackstar's cooldown as low as you can for both damage and defensive benefit (it is an amazing T9 on Sentinels).  

 

Overall, think in layers and realize that Dark Armor on Sentinels is more of a jack-of-all-trades master of none set.  Dark Blast gives you lots of to-hit debuffs to give you breathing room on anything short of AV/EB/GMs.  Dark Armor has modest, not particular high, resists without IO bonuses taken into account.  It has some baseline defense in Cloak of Shadows which other pure resistance sets don't get.  This power grants you some minor stealth and another +Stealth IO can compliment it.  Obscure Sustenance is a deceptive power.  It grants a very large health regeneration benefit for 10 seconds and then it starts to degrade.  One build I had got almost 1,200% regeneration for 10 seconds with a 6 second cooldown for it.  Its like playing a Regeneration character but having some resists and defense on top of it.  Obscure Sustenance does not operate like Dark Regeneration does.  Use Obscure Sustenance as early as you can get a target (ideally after Aim + Blackstar) and then maintain its strongest benefit you can on cooldown.  Do not use it is a reactionary power like you might with Dark Regen.  This one is a proactive power that needs some maintenance by the user.

I've made quite a few attempts at getting all resists to 75% without making major sacrifices. It's not a thing. I don't think it's a thing without major sacrifices.

 

So this build All your resists are slotted with Unbreakable Guard to get a lot of melee defense and a bit of E/N resists, since you wanted to be in the thick anyway. But that isn't a pressing concern when you have Blackstar up every 33 seconds dropping their hit chance by 35%, amirite? It also provides a bit of End Discount bonus to help with all the toggles running, but Obscure Sustenance does an alright  job of alleviating your end woes and bolstering your Regen. If you want more S/L resist you can go with Titanium Coating and lose the melee defense.

 

The three defense toggles are 2-slotted with Red Fortune to eek out 4.5% S/L resist, then capped with LotG for obvious reasons.

 

Winter IO sets are placed in the least intrusive powers to get a lot of F/C resist and a lot of all around defense.

 

Abyssal gaze is slotted to be the proc monster it was always meant to be. Life Drain is also as procced out as it ca be, then filled with heal IOs to grab another 9% accuracy. Cloak of Fear is very hungry for accuracy, and Engulfing Darkness isn't quite maxed out in accuracy either. Feel free to change it to whatever set bonuses you think will work better for you.

 

I went with the Dark Pool because 1) Dark/Dark/Dark, 2) shore up your AoE damage, and 3) add more AoE -To Hit. Overall with Blackstar, Engulfing Darkness and Cloak of Fear running there should be a blanket -45.5% To Hit debuff assuming everything is hitting.

At some point I realized I had set the Sentinels to use the Defensive Opportunity T2. Here's a "Fixed" version of the build with an Offensive Opportunity T1.

 

It's the same build with just a single power swap.

don't read too much into Travel powers. This is kind of why I flood post with different Tertiary Sets. I've run into a number of other players in the past who couldn't grasp the concept of just having two PHD windows open with the same build. De-Select the powers you don't want on one build, select the powers you want, then fill the slotting back in based on the other (non-modified) build window that's open. 

 

[Mighty Leap] is in there because that's just the travel power that was there. Whether or not it was from a backport, just selecting because Force of Will was the first travel power I landed on, is completely immaterial. 

 

Just De-Select it, select the Travel Power you want, and go from there. 

 

Now, if you go for a Flight travel power, be it [Flight] or [Mystic Flight], you may have to readjust the entire build. Not all powers work from flight, so if you have something that requires you to be on the ground to use, you might really want to consider different power-sets. This goes double if you have a bunch of Melee Powers and you have no good way to close the gap. If you want flight and have a bunch of Melee Powers, go [Mystic Flight] so you can teleport in. 

 

Now, as to your claim that there is Anemic Slotting? 

 

Um? What Are You Talking about? 

 

[Dark Blast], [Antumbral Beam], [Dark Obliteration], [Blackstar], [Life Drain], and [Smite] are all into ED Cap with 96%+ damage boost. The only one that is remotely anemic is [Engulfing Darkness], and it's both a Tertiarty PBAOE (so low stats to begin with), but it's also obviously a backport power. If you want to give it a bit of oomph, you can... I dunno.. JUST SWAP THE SLOTTING WITH [OBSCURE SUSTENANCE]. 

 

And, no, I didn't skip the hardest hitting attack. At all. The hardest hitting single target is [Antumbral Beam] with a base of 138.1. 

 

[Gloom] has a base of 88.09, [Umbral Torrent] has a base of 48.05, and [Abyssal Gaze] clocks in at 106.2. 

 

While you could make the argument to swap [Dark Obliteration] for [Umbral Torrent], as it's 45.04 vs 48.05 base, you'd then have to free up a slot to mitigation the Knock on [Umbral Torrent]. Which, fine, you could just give up some Regeneration and pull a Numina off of [Tenebrous Regeneration] for an Overwhelming force. But now you've got a 30 degree arc instead of a Middle-Of-Mob TAOE. 

 

Now, you could also make the argument to swap [Life Drain] for [Abyssal Gaze]. Fair argument there that with the defenses and resists in play, you might not NEED [Life Drain] at high levels. 

 

But this wasn't a scaling build. Many of the enhancements are boosted for maximum survivability. When you join task forces where you aren't rolling around with Soft-caps... moving [Life Drain] earlier in the build, say swapping positions with [Cloak of Fear] and [Tough] might be a more desirable option. 

 

If you wanted to drop [Cloak of Fear] and have your cake and eat it too, say have both [Life Drain] and [Antumbral Beam] you could move [Cloak of Fears]'s slotting to [Dark Blast], and move the Sentinel ATO set to [Antumbral Beam].

 

So, let's have a look at what those kinds of builds would look like.

And here's [Cloak of Fear] dropped completely, as in most Dark Armor builds, [Dark Blast] inherits the slotting, and both [Abyssal Gaze] and [Life Drain] are present.

 

[Aim] is moved later in the build to 35 so it should be available in all TF's/SF's where [Blackstar] would be available to maximize Nuke Potential. [Oppressive Gloom] gets moved to 38.

You skipped Abyssal Gaze, I think was his point.  AB does more flat damage (145.81, don't trust the Mids numbers), but AG is 2nd and it can take the Purple Dmg Proc which can put it ahead.

So if Blackstar was slotted with the epic it'd be running 107% damage and have a 107.1 4.5PPM damage proc instead of a 71.75 3.5PPM. Abyssal Gaze should be wholly slotted for procs. Instead it's carrying Sentinel's Ward to chase defense. In the last build you slotted Dark Blast for to-hit debuff purely to chase a set bonus. Instead of slotting one of your highest damage baseline abilities with an epic set and get that 107% damage boost (boosting 145 damage by 107% is obviously going to benefit you more than dropping it in your T1 with 52 base damage) and two procs, you have it muling for E/N/F/C defense. 

 

Just these things alone have clipped the set's fangs, it's damage output is literally less than half of what it would be otherwise. Then exacerbating it, you have Agility Core tacked on to chase yet more defense. This build may not die quickly, but neither will anything it's trying to kill.
